2323 To establish an electric bicycle instant rebate program for residents and certified business 5
2424 enterprises for the purchase and use of electric bicycles and cargo electric bicycles. 6
2525 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 7
2626 act may be cited as the “Electric Bicycle Incentive Kickstarting the Environment (“E-BIKE”) 8
2727 Act of 2023”. 9
2828 Sec. 1. Definitions. 10
2929 (a) “CBE” means a certified business enterprise certified pursuant to [subchapter IX-A of 11
3030 Chapter 2 of Title 2] 12
3131 (b) “Electric Bicycle” shall have the same meaning as “Motorized bicycle” provided in § 13
3232 50–2201.02 14
3333 (c) “Cargo Electric Bicycle” means an electric bicycle with an extended frame that has a 15

3636 carrying capacity of at least 100 pounds. 16
3737 Sec. 2. Electric Bicycle Instant Rebate Program. 17
3838 (a) There is established an Electric Bicycle Instant Rebate Program (“Program”), to be 18
3939 administered by the Mayor, to provide at least 3,000 instant rebates to residents and at least 500 19
4040 instant rebates to CBEs to purchase and use electric bicycles each fiscal year. 20
4141 (b)(1) To be eligible for the Program provided in this section, a resident shall submit an 21
4242 instant rebate voucher application to the Mayor in a manner determined by the Mayor. 22
4343 (2) The instant voucher application shall require the applicant to demonstrate: 23
4444 (A) Proof of residency; and 24
4545 (B) Proof of Household-Income. 25
4646 (3) Residents who earn incomes at or above 80% of the median family income are 26
4747 eligible for an instant rebate of up to $400, or 30% of the purchase price of the electric bicycle, 27
4848 whichever is lower, and for an additional $500 for cargo electric bicycle models. 28
4949 (4) Residents who earn incomes below 80% of the median family income are eligible 29
5050 for an instant rebate of up to $1,200, or 75% of the price of the electric bicycle, whichever is 30
5151 lower, and an additional $500 for cargo electric bicycle models. 31
5252 (5) At least 50% of the instant rebates available to residents shall be reserved for 32
5353 residents who earn below 80% of the median family income. 33
5454 (6) The Program shall provide no more than one instant rebate per individual and no 34
5555 more than two instant rebates per household. 35
5656 (c)(1) To be eligible for the Program provided in this section, a CBE shall: 36
5757 (A) Demonstrate proof of CBE status. 37
5858 (B) Demonstrate how cargo electric bicycles will be used by the CBE to reduce 38

6161 motor vehicle miles traveled. 39
6262 (2) CBEs shall be eligible for an instant rebate of up to $200, or 30% of the purchase 40
6363 price of an electric bicycle, whichever is lower, and an additional $500 for cargo electric bicycle. 41
6464 (3) The Program shall provide no more than three instant rebates per CBE. 42
6565 (d) The instant rebate may only be used to purchase an electric bicycle or cargo electric 43
6666 bicycle at a brick-and-mortar retail store in the District. 44
6767 Sec. 3. Fiscal impact statement. 45
6868 The Council adopts the fiscal impact statement in the committee report as the fiscal 46
6969 impact statement required by section 4a of the General Legislative Procedures Act of 1975, 47
7070 approved October 16, 2006 (12 Stat. 2038; D.C. Official Code § 1-301.47a). 48
7171 Sec. 4. Effective date. 49
7272 This act shall take effect following approval by the Mayor (or in the event of veto by the 50
7373 Mayor, action by the Council to override the veto), a 30-day period of congressional review as 51
7474 provided in section 602(c)(l) of the District of Columbia Home Rule Act, approved December 52
7575 24, 1973 (87 Stat. 813; D.C. Official Code§ l-206.02(c)(l)), and publication in the District of 53
7676 Columbia Register. 54
