21+Columbia Official Code to provide for an extended real property tax exemption for unit owners 17
22+of the River East at Grandview Condominiums for the duration of their relocation from the 18

25+ BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That 21
26+this act may be cited as the “River East at Grandview Condominiums Property Tax Exemption 22
27+Congressional Review Emergency Amendment Act of 2023”. 23
28+ Sec. 2. Section 47-3503(c)(4) of the District of Columbia Official Code is amended as follows: 24
29+ (a) The existing text is designated as subparagraph (A) 25
30+ (b) A new subparagraph (B) is added to read as follows: 26
31+“(B) Notwithstanding subparagraph (A) of this paragraph, a homeowner of a 27
32+condominium unit at the River East at Grandview Condominiums located at 1262 Talbert Street, SE, 28
33+situated in square 5807, lots 2047 through 2092, for which application to the Lower Income 29
34+Homeownership Exemption Program was accepted and approved by the Office of Tax and Revenue, 30
35+shall continue to receive the real property tax exemption prescribed under this subsection through the 31
36+conclusion of real property tax year 2023 or the period provided in subparagraph (A) of this paragraph, 32
37+whichever is later; provided that, the condominium unit was occupied by the household or was the 33
38+owner’s principal place of residence, as applicable, immediately prior to evacuation of such unit. 34 2

24-Congressional Review Emergency Amendment Act of 2023”.

26-Sec. 2. Section 47-3503(c)(4) of the District of Columbia Official Code is amended as

33-Income Homeownership Exemption Program was accepted and approved by the Office of Tax
34-and Revenue, shall continue to receive the real property tax exemption prescribed under this
35-subsection through the conclusion of real property tax year 2023 or the period provided in
36-subparagraph (A) of this paragraph, whichever is later; provided, that the condominium unit was
37-occupied by the household or was the owner’s principal place of residence, as applicable,
38-immediately prior to evacuation of the unit.
39- Sec. 3. Applicability.
40- This act shall apply as of February 1, 2023.
41- Sec. 4. Fiscal impact statement.
42- The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact
43-statement required by section 4a of the General Legislative Procedures Act of 1975, approved
44-October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).

52- Sec. 5. Effective date.
53-This act shall take effect following approval by the Mayor (or in the event of veto by the
54-Mayor, action by the Council to override the veto), and shall remain in effect for no longer than
55-90 days, as provided for emergency acts of the Council of the District of Columbia in section
56-412(a) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 788;
57-D.C. Official Code § 1-204.12(a)).
