1 _________________________ 1 Chairman Phil Mendelson 2 3 4 5 A BILL 6 7 8 _________ 9 10 11 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 12 13 __________________ 14 15 16 To amend, on a temporary basis, section 47-3503 of the District of Columbia Official Code to 17 provide for an extended real property tax exemption for unit owners of the River East at 18 Grandview Condominiums for the duration of their relocation from the property. 19 20 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 21 act may be cited as the “River East at Grandview Condominiums Assistance Tax Exemption 22 Temporary Amendment Act of 2023”. 23 Sec. 2. Section 47-3503(c)(4) of the District of Columbia Official Code is amended as 24 follows: 25 (a) The existing text is designated as subparagraph (A) 26 (b) A new subparagraph (B) is added to read as follows: 27 “(B) Notwithstanding subparagraph (A) of this paragraph, a homeowner of 28 a condominium unit at the River East at Grandview Condominiums located at 1262 Talbert 29 Street, S.E., situated in Square 5807, Lots 2047 through 2092, for which application to the Lower 30 Income Homeownership Exemption Program was accepted and approved by the Office of Tax 31 and Revenue, shall continue to receive the real property tax exemption prescribed under this 32 subsection through the conclusion of real property tax year 2023 or the period provided in 33 2 subparagraph (A) of this paragraph, whichever is later; provided, that the condominium unit was 34 occupied by the household or was the owner’s principal place of residence, as applicable, 35 immediately prior to evacuation of the unit. 36 Sec. 4. Fiscal impact statement. 37 The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact 38 statement required by section 4a of the General Legislative Procedures Act of 1975, approved 39 October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a). 40 Sec. 5. Effective date. 41 This act shall take effect following approval by the Mayor (or in the event of veto by the 42 Mayor, action by the Council to override the veto), and shall remain in effect for no longer than 43 90 days, as provided for emergency acts of the Council of the District of Columbia in section 44 412(a) of the District of Columbia Home Rule Act, approved December 24, 1973 (87 Stat. 788; 45 D.C. Official Code § 1-204.12(a)). 46
