17-To amend, on a temporary basis, section 47-3503 of the District of Columbia Official Code to
18-provide for an extended real property tax exemption for unit owners of the River East at
19-Grandview Condominiums for the duration of their relocation from the property.

21-BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
22-act may be cited as the “River East at Grandview Condominiums Assistance Tax Exemption
23-Temporary Amendment Act of 2023”.

25- Sec. 2. Section 47-3503(c)(4) of the District of Columbia Official Code is amended as
26-follows:
27- (a) The existing text is designated as subparagraph (A).
28- (b) A new subparagraph (B) is added to read as follows:
29- “(B) Notwithstanding subparagraph (A) of this paragraph, a homeowner of
30-a condominium unit at the River East at Grandview Condominiums located at 1262 Talbert
31-Street, S.E., situated in Square 5807, Lots 2047 through 2092, for which application to the Lower
32-Income Homeownership Exemption Program was accepted and approved by the Office of Tax
33-and Revenue, shall continue to receive the real property tax exemption prescribed under this
34-subsection through the conclusion of real property tax year 2024 or the period provided in
35-subparagraph (A) of this paragraph, whichever is later; provided, that the condominium unit was
36-occupied by the household or was the owner’s principal place of residence, as applicable,
37-immediately prior to evacuation of the unit.”.

39- Sec. 3. Fiscal impact statement.
40- The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact
41-statement required by section 4a of the General Legislative Procedures Act of 1975, approved
42-October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).

44- Sec. 4. Effective date.
45- (a) This act shall take effect following approval by the Mayor (or in the event of veto by
46-the Mayor, action by the Council to override the veto), a 30-day period of congressional review
