	13	+	Enclosed for consideration and enactment
	14	+	by the Council of the District of Columbia is an
	15	+	emergency bill, the "Contract No. CWI 05986 with Axar Management, LLC d/b/a Quality Inn &
	16	+	Suites Approval and Payment Authorization E
	17	+	111ergency Act of 2023," and the accompanying
	18	+	emergency declaration resolution.
	19	+	The legislation will approve Contract No. CWI 05986 with Axar Management, L
	20	+	LC d/b/a
	21	+	Quality Inn & Suites for emergency accommodations to migrant families arriving from the
	22	+	Arizona-Mexico and Texas-Mexico borders, and Modification Nos.
	23	+	0001 and 0002 thereto. In
	24	+	addition, the legislation will approve payment for the good and services received and to be
	25	+	received under the contract and modifications.

22	77		BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
23		-	act may be cited as the “Contract No. CW105986 with Axar Management, LLC d/b/a Quality
24		-	Inn & Suites Approval and Payment Authorization Emergency Act of 2023”.

26		-	Sec. 2. Pursuant to section 451 of the District of Columbia Home Rule Act, approved
27		-	December 24, 1973 (87 Stat. 803; D.C. Official Code § 1-204.51), and notwithstanding the
28		-	requirements of section 202 of the Procurement Practices Reform Act of 2010, effective April 8,
29		-	2011 (D.C. Law 18-371; D.C. Official Code § 2-352.02), the Council approves Contract No.
30		-	CW105986 (“Contract”) with Axar Management, LLC d/b/a Quality Inn & Suites, and
31		-	Modification Nos. 0001 and 0002 to the Contract, and authorizes payment in the not-to-exceed
32		-	amount of $9,763,004.60 for the goods and services received and to be received under the
33		-	contract and modifications.

	87	+	of the Procurement Practices Reform Act of 2010, effective April 8, 2011 (D.C.
	88	+	Law 18-371; D.C. Official
	89	+	Code§ 2-352.01 et seq.), the Council approves Contract No.
	90	+	CWl 05986 with Axar Management, LLC d/b/a Quality Inn & Suites and Modification Nos.
	91	+	0001 and 0002 thereto authorizes payment in the not-to-exceed amount of$9,763,004.60 for the
	92	+	goods and services received and to

35	94		Sec. 3. Fiscal impact statement.
36		-	The Council adopts the fiscal impact statement of the Chief Financial Officer as the fiscal
37		-	impact statement required by section 4a of the General Legislative Procedures Act of 1975,
38		-	approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).

40		-	Sec. 4. Effective date.
41		-	This act shall take effect following approval by the Mayor (or in the event of veto by the
42		-	Mayor, action by the Council to override the veto), and shall remain in effect for no longer than
43		-	90 days, as provided for emergency acts of the Council of the District of Columbia in Section
