To exempt, on a temporary basis, the project to build an elevated park on the piers or foundation 18
of the former 11th Street Bridge from the requirements of 21 DCMR § 2605.7(a). 19
BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 20
act may be cited as the “11th Street Bridge Project DOEE Permit Temporary Act of 2023”. 21
Sec. 2. The requirements of 21 DCMR § 2605.7(a) shall not apply to the project to build 22
an elevated park on the piers or foundation of the former 11th Street Bridge. 23
Sec. 3. Fiscal impact statement. 24
The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact 25
statement required by section 4a of the General Legislative Procedures Act of 1975, approved 26
October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a). 27
Sec. 4. Effective date. 28
(a) This act shall take effect following approval by the Mayor (or in the event of veto by 29
the Mayor, action by the Council to override the veto), a 30-day period of congressional review as 30
provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 24, 31
1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)), and publication in the District of 32
Columbia Register. 33

(b) This act shall expire after 225 days of its having taken effect.
