15-To amend, on an emergency basis , due to congressional review, the Department of Transportation
16-Establishment Act of 200 2 to authorize the Director to make grants of more than $1 million
17-to the National Park Service for certain projects in the Buzzard Point neighborhood.
18-BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
19-act may be cited as the “ Buzzard Point Park and Trails National Park Service Grant
20-Congressional Review Emergency Amendment Act of 2023” .

22-Sec. 2. Section 3(c) of the Department of Transportation Establishment Act of 2002,
23-effective May 21, 2002 (D.C. Law 14- 137; D.C. Official Code § 50 -921.02(c)), is amended by
24-adding a new paragraph (5) to read as follows:
25-“(5) Notwithstanding paragraph (1) of this subsection, the Director may issue
26-grants, including grants in excess of $1 million, to the National Park Service for the purpose of
27-planning, designing, constructing, making improvement s to, or maintaining parks and trails
28-within the Buzzard Point neighborhood.”.

30-Sec. 3. Fiscal impact statement.
31-The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact
32-statement required by section 4a of the General Legislative Procedures Act of 1975, approved
33-October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1- 301.47a).

35- Sec. 4. Effective date.
36- This act shall take effect following approval by the Mayor (or in the event of veto by the
37-Mayor, action by the Council to override the veto), and shall remain in effect for no longer than
38-90 days, as provided for emergency acts of the Council of the District of Columbia in section
