14+To amend the Rental Housing Act of 1985, on an emergency basis, to give housing providers until 14

18+BE IT ENACTED BY THE COUNCIL DISTRICT OF COLUMBIA, That this act may 18
19+be cited as the “Fairness in Renting Notice Clarification Emergency Amendment Act of 2023”. 19
20+ Sec. 2. Section 904(b) of the Rental Housing Act of 1985, effective July 17, 1985 (D.C. 20
21+Law 6-10; D.C. Official Code § 42-3509.04(b)), is amended by striking the word “tenant” and 21
22+inserting the phrase “tenant, or, if the notice was provided before January 1, 2024, more than 30 22
23+days after the notice of the increase is given to the tenant”. 23
24+Sec. 3. Applicability date. 24
25+ This act shall apply as of November 28, 2023. 25
26+Sec. 4. Fiscal impact statement. 26
27+The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact 27
28+statement required by section 4a of the General Legislative Procedures Act of 1975, approved 28
29+October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1- 301.47a). 29
30+Sec. 5. Effective date. 30
31+This act shall take effect following approval by the Mayor (or in the event of veto by the 31
32+Mayor, action by the Council to override the veto), and shall remain in effect for no longer than 32 2
