17-To amend, on a temporary basis, the Rental Housing Act of 1985to give housing providers until
18-January 1, 2024, to comply with a legislative change that requires a 60-day notice of a rent
19-increase to tenants.

21-BE IT ENACTED BY THE COUNCIL DISTRICT OF COLUMBIA, That this act may
22-be cited as the “Fairness in Renting Notice Clarification Temporary Amendment Act of 2023”.

24- Sec. 2. Section 904(b) of the Rental Housing Act of 1985, effective July 17, 1985 (D.C.
25-Law 6-10; D.C. Official Code § 42-3509.04(b)), is amended by striking the word “tenant” and
26-inserting the phrase “tenant, or, if the notice was provided before January 1, 2024, more than 30
27-days after the notice of the increase is given to the tenant” in its place.

29-Sec. 3. Fiscal impact statement.
30-The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact
31-statement required by section 4a of the General Legislative Procedures Act of 1975, approved
32-October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).

34-Sec. 4. Effective date.
35-(a) This act shall take effect following approval by the Mayor (or in the event of veto by
36-the Mayor, action by the Council to override the veto), a 30-day period of congressional review
37-as provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December
