Gray Councilmember Trayon White, Sr. 2 3 4 5 6 7 8 9 10 11 12 A BILL 13 ________ 14 15 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 16 _________________________ 17 18 To amend Title 50 of the District of Columbia Code to permit the registration of one motor 19 vehicles per resident without regard to any debts owed by the applicant to the District. 20 21 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 22 act may be cited as the “Motor Vehicle Registration Access Amendment Act of 2024”. 23 Sec. 2. Section 2(a) of An Act to provide additional revenue for the District of 24 Columbia, and for other purposes, approved August 17, 1937 (50 Stat. 680; D.C. Official 25 Code §50-1501.02(a)) is amended as follows: 26 (1) The existing text is designated as paragraph(1). 27 (2) A new paragraph (2) is added to read as follows: 28 “(2) Notwithstanding any other law, no applicant for a 29 vehicle registration shall be denied the opportunity to register a vehicle based on failure or 30 31 inability to pay any unpaid debt to the District government, including traffic fines, penalties, and 32 33 other debts established pursuant to section (c)(2) of this chapter, or Chapter 23 of Title 50 of the 34 35 District of Columbia Official Code. The Mayor may limit registrations under this section to one 36 37 vehicle registered under the name of a natural person. 38 Sec. 3. Section 47-2861(2) of the District of Columbia Official Code is amended as 39 2 follows: 40 (a) Subparagraph (B) is amended by striking the word “or” at the end. 41 (b) Subparagraph (C) is amended by striking the period and inserting the phrase “; or” in 42 its place. 43 (c) A new subparagraph (D) is added to read as follows: 44 “(D) Any motor vehicle registration issued pursuant to §§ 50-1501.02.”. 45 Sec. 4. Fiscal impact statement. 46 The Council adopts the fiscal impact statement in the committee report as the fiscal 47 impact statement required by section 4a of the General Legislative Procedures Act of 1975, 48 approved October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a). 49 Sec. 5. Effective date. 50 This act shall take effect following approval by the Mayor (or in the event of veto by the 51 Mayor, action by the Council to override the veto), a 30-day period of congressional review as 52 provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 53 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)), and publication in the District of 54 Columbia Register. 55
