17+BE IT ENACTED BY THE COUNCIL DISTRICT OF COLUMBIA, That this act may 17
18+be cited as the “Certificate of Assurance Moratorium Second Extension Congressional Review 18
19+Emergency Amendment Act of 2024” . 19
20+Sec. 2. The Rental Housing Act of 1985, effective July 17, 1985 (D.C. Law 6- 10; D.C. 20
21+Official Code § 42- 3501.01 et seq .)), is amended by adding a new section 221a to read as 21
22+follows: 22
23+ “Sec. 221a. Certificate of assurance moratorium. 23
24+ “Notwithstanding the requirements of section 221, beginning on November 2, 2020, no 24
25+owner of a housing accommodation shall request a certificate of assurance, and the Mayor shall 25
26+not issue a certificate of assurance for any request received .”. 26
27+Sec. 3. Applicability. 27
28+This act shall apply as of November 2, 2020. 28

27-Official Code § 42-3501.01 et seq.), is amended by adding a new section 221a to read as follows:

29- “Notwithstanding the requirements of section 221, beginning on November 2, 2020, no
