18+BE IT ENACTED BY THE COUNCIL DISTRICT OF COLUMBIA, That this act may 18
19+be cited as the “Fairness in Renting Notice Clarification Congressional Review Emergency 19
20+Amendment Act of 2024 ”. 20
21+ Sec. 2. Section 904(b) of the Rental Housing Act of 1985, effective July 17, 1985 (D.C. 21
22+Law 6-10; D.C. Official Code § 42-3509.04(b)), is amended by striking the word “tenant” and 22
23+inserting the phrase “tenant, or, if the notice was provided before January 1, 2024, more than 30 23
24+days after the notice of the increase is given to the tenant”. 24
25+Sec. 3. Applicability date. 25
26+ This act shall apply as of January 19

29+Sec. 4. Fiscal impact statement. 27
30+The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact 28
31+statement required by section 4a of the General Legislative Procedures Act of 1975, approved 29
32+October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1- 301.47a). 30
33+Sec. 5. Effective date. 31
