To amend Section 47-1806.06 of the District of Columbia Official Code to increase the 14
maximum amount of the District’s Homeowner and Renter Property Schedule H Tax 15
Credit that may be claimed by residents living in a designated displacement risk zone. 16

BE IT ENACTED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 18
act may be cited as the “Displacement Prevention Amendment Act of 2024”. 19
Section 2. Section 47-1806.06 of the D.C. Official Code is amended by adding a new 20
paragraph (3A) to read as follows: 21
“(3A) The following shall apply to all residents whose principal place of residence is 22
located within census tracts 73.04, 74.04, 98.04, or 104, for all taxable years beginning after 23
December 31, 2025: 24
(i) The total allowable credit may exceed the credit allowed in paragraph (1) 25
of this subsection but shall not exceed twice the credit allowed in paragraph (1) of this 26
subsection; and; 27
Section 3. Fiscal Impact Statement 28

The Council adopts the fiscal impact statement in the committee report as the fiscal 30
impact statement required by section 602(c)(3) of the District of Columbia Home Rule Act, 31
approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(3)). 32
Section 4. Effective date. 33

This act shall take effect following approval by the Mayor (or in the event of veto by the 34
Mayor, action by the Council to override the veto), a 30-day period of Congressional review as 35
provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 36
24, 1973 (87 Stat. 813: D.C. Official Code § 1-206.02(c)(1)) and publication in the District of 37
Columbia Register. 38
