To amend, on an emergency basis, the Business Improvement Districts Act of 1996 to permit the  12 
Mayor to approve a petition by the Anacostia BID to expand its geographic area to 13 
include exempt real property owners.  14

BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 16 
act may be cited as the “Anacostia Business Improvement District Temporary Amendment Act 17 
of 2024”. 18 
Sec. 2.  Section 21 of the Business Improvement Districts Act of 1996, effective May 29,  19 
1996 (D.C. Law 11-134; D.C. Official Code § 2-1215.21 et seq.), is amended as follows:  20 
(a) Designate the existing text as subsection (a).  21 
(b) A new subsection (b) is added to read as follows:  22 
“(b) The Mayor may approve a petition by the Anacostia BID to expand its geographic area to 23 
include exempt real property owners adjacent to or abutting the Anacostia BID’s geographical 24 
area as delineated in DC Code §2-1215.59 .”.  25 
Sec. 3. Fiscal impact statement.  26 
The Council adopts the fiscal impact statement of the Budget Director  as the fiscal 27 
impact statement required by section 602(c)(3) of the District of Columbia Home Rule Act, 28 
approved December 24, 1973 (87 Stat. 813; D.C. Official Code §1-206.02(c)(3)).  29  Sec. 4.  Effective date.  30 
(a) This act shall take effect following approval by the Mayor (or in the event of veto by 31 
the Mayor, action by the Council to override the veto), a 30-day period of congressional review 32 
as provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 33 
24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)), and publication in the District of 34 
Columbia Register.  35 
(b) This act shall expire after 225 days of its having taken effect. 36
