1 ______________________________ 1 Councilmember Trayon White, Sr. 2 3 4 A BILL 5 6 ___________ 7 8 9 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 10 11 ________________________ 12 13 To require the Department of Parks and Recreation (DPR) to establish a youth peer mediation 14 program within the Roving Leaders program for trained youth mediators to facilitate 15 conflict resolution, intervention, and dispute settlement for peers. 16 17 18 BE IT ENACTED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 19 act may be cited as the “Youth Peer Mediation Act of 2024”. 20 Section 2. Establishment of the Youth Peer Mediation Program 21 (a) The Department of Parks and Recreation (DPR) shall establish and administer a 22 23 youth peer mediation program. 24 25 (b) The program shall provide comprehensive training for Roving Leaders and selected 26 27 youth to become certified peer mediators, including but not limited to: 28 29 (1) Extensive workshops and training sessions on conflict resolution, 30 31 communication skills, and leadership development. 32 33 (2) Roving Leaders and youth selected to become peer mediators shall receive a 34 35 stipend for training and their work as mediators. 36 37 Section 3. Reporting Requirements 38 39 2 (a) The Department of Parks and Recreation shall submit annual reports to the Council on 40 the curriculum for training youth mediators and data on access, usage, and feedback from youth 41 participants in the program. 42 Section 4. Fiscal impact statement. 43 44 The Council adopts the fiscal impact statement in the committee report as the fiscal 45 impact statement required by section 602(c)(3) of the District of Columbia Home Rule Act, 46 approved December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(3)). 47 Section 5. Effective date. 48 This act shall take effect following approval by the Mayor (or in the event of veto by the 49 Mayor, action by the Council to override the veto), a 30-day period of Congressional review as 50 provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved December 51 24, 1973 (87 Stat. 813: D.C. Official Code § 1-206.02(c)(1)) and publication in the District of 52 Columbia Register. 53
