26+BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 24
27+act may be cited as the “Medical Cannabis Patient Card Extension and 4/20 Medical Cannabis 25
28+Sales Tax Holiday Week Congressional Review Emergency Amendment Act of 2024”. 26

30+Sec. 2. The Legalization of Marijuana for Medical Treatment Initiative of 1999, effective 28
31+February 25, 2010 (D.C. Law 13-315; D.C. Official Code § 7-1671.01 et seq.), is amended as 29
32+follows: 30
33+(a) Section 5 (D.C. Official Code § 7-1671.04) is amended by adding a new subsection (e) 31
34+to read as follows: 32
35+“(e)(1) Within 14 calendar days of receiving a notice as described in paragraph (2) of this 33
36+subsection, a qualifying patient shall: 34
37+ “(A) Surrender his or her registration card to the Board; and 35 2

39+“(B) Notify his or her registered caregiver, if applicable, of the change 36
40+described in the notice. 37
41+“(2) For the purposes of this subsection, “notice” means: 38
42+“(A) An authorized practitioner declaring that: 39
43+(i) The qualifying patient no longer suffers from a qualifying medical 40
44+or dental condition; or 41
45+(ii) The authorized practitioner no longer recommends use of medical 42
46+cannabis for a qualifying medical or dental treatment for the qualifying patient; or 43
47+“(B) A qualifying patient notifying ABCA that they no longer need cannabis for the 44
48+treatment of a qualifying medical or dental condition or for a qualifying medical or dental 45
49+treatment.”. 46
50+(b) Section 6(b)(5) (D.C. Official Code § 7-1671.05(b)(5)) is amended as follows: 47
51+(1) Subparagraph (A) is amended to read as follows: 48
52+“(A) With respect to registration identification cards issued to persons and 49
53+entities registered pursuant to paragraph (1)(A) of this subsection, such cards expire every 6 50
54+years;”. 51
55+(2) Subparagraph (C) is amended to read as follows: 52
56+“(C) The ABC Board may, by rule, establish license and registration periods 53
57+and fees under the section that are valid for one year, 2 years, or 3 years, except for registration 54
58+identification cards for qualifying patients and caregivers registered pursuant to paragraph (1)(A) of 55
59+this subsection, and temporary non-resident registration identification cards that are valid for 56
60+periods established by the ABC Board by rulemaking, which shall be between 3 days and no longer 57

72-the period of April 15, 2024 through April 28, 2024, which is established as the 4/20 Medical
73-Cannabis Sales Tax Holiday Week for year 2024.”.

75-Sec. 4. Applicability.
76-This act shall apply as of July 7, 2024.

78-Sec. 5. Fiscal impact statement.
79-The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact
80-statement required by section 4a of the General Legislative Procedures Act of 1975, approved
81-October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a).

83-Sec. 6. Effective date.
84-This act shall take effect following approval by the Mayor (or in the event of veto by the
85-Mayor, action by the Council to override the veto), and shall remain in effect for no longer than 90
86-days, as provided for emergency acts of the Council of the District of Columbia in section 412(a)
