1 ______________________________ 1 Councilmember Christina Henderson 2 3 4 5 6 7 8 9 A BILL 10 11 12 _________ 13 14 15 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 16 17 __________________ 18 19 To amend, on a temporary basis, the Retired Police Officer Redeployment Amendment Act of 20 1992 to allow retired Metropolitan Police Department officers and retired firefighters 21 from the Fire and Emergency Services Department to be eligible for rehire at the 22 discretion of the Director of the Office of Unified Communication as a temporary full-23 time or temporary part-time 911 call taker or 911 dispatcher without jeopardy to the 24 retirement benefits of the employee. 25 26 BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 27 act may be cited as the “Retired Firefighter and Police Officer Redeployment Extension 28 Temporary Amendment Act of 2024”. 29 Sec. 2. The Retired Police Officer Redeployment Amendment Act of 1992, effective 30 September 29, 1992 (D.C. Law 9-163; D.C. Official Code § 5-761), is amended by adding a new 31 section 2a to read as follows: 32 “Sec. 2a. Redeployment as Office of Unified Communications 911 call taker and 33 dispatcher. 34 “(a) Police officers retired from the Metropolitan Police Department and firefighters 35 retired from the Fire and Emergency Medical Services Department shall be eligible for rehire at 36 2 the discretion of the Director of the Office of Unified Communications (“OUC”) as temporary 37 full-time or temporary part-time 911 call takers or dispatchers without jeopardy to the retirement 38 benefits of the retired police officer or firefighter. 39 “(b) Service pursuant to this section shall not count as creditable service for the purpose 40 of section 12c) of the Policemen and Firemen’s Retirement and Disability Act, approved 41 September 1, 1916 (39 Stat. 718; D.C. Official Code § 5-704). 42 Sec. 3. Section 12(p)(5) of the Policemen and Firemen’s Retirement and Disability Act, 43 approved September 1, 1916 (39 Stat. 718; D.C. Official Code § 5-723), is amended by striking 44 the phrase “Amendment Act of 1994.” and inserting the phrase “Amendment Act of 1994. The 45 provisions of this subsection shall not apply to an annuitant employed by the Office of Unified 46 Communications under the Retired Firefighter and Police Officer Redeployment Temporary 47 Amendment Act of 2024.” in its place. 48 Sec. 4. Fiscal impact statement. 49 The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact 50 statement required by section 4a of the General Legislative Procedures Act of 1975, approved 51 October 16, 2006 (120 Stat. 2038; D.C. Official Code § 1-301.47a). 52 Sec. 5. Effective date. 53 (a) This act shall take effect following approval by the Mayor (or in the event of veto by 54 the Mayor, action by the Council to override the veto) and a 30-day period of congressional 55 review as provided in section 602c)(1) of the District of Columbia Home Rule Act, approved 56 December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02c)(1)). 57 (b) This act shall expire after 225 days of its having taken effect. 58
