15-To amend, on a temporary basis, the Retired Police Officer Redeployment Amendment Act of
16-1992 to allow retired Metropolitan Police Department officers and retired firefighters
17-from the Fire and Emergency Services Department to be eligible for rehire at the
18-discretion of the Director of the Office of Unified Communication as temporary full-time
19-or temporary part-time 911 call takers or 911 dispatchers without jeopardy to the
20-retirement benefits of the employees.

22-BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
23-act may be cited as the “Retired Firefighter and Police Officer Redeployment Extension
24-Temporary Amendment Act of 2024”.

26-Sec. 2. The Retired Police Officer Redeployment Amendment Act of 1992, effective
27-September 29, 1992 (D.C. Law 9-163; D.C. Official Code § 5-761), is amended by adding a new
28-section 2a to read as follows:
29-“Sec. 2a. Redeployment as Office of Unified Communications 911 call taker and
30-dispatcher.
31-“(a) Police officers retired from the Metropolitan Police Department and firefighters
32-retired from the Fire and Emergency Medical Services Department shall be eligible for rehire at
33-the discretion of the Director of the Office of Unified Communications (“OUC”) as temporary
34-full-time or temporary part-time 911 call takers or dispatchers without jeopardy to the retirement
35-benefits of the retired police officers or firefighters.
36-“(b) Service pursuant to this section shall not count as creditable service for the purpose
37-of section 12(c) of the Policemen and Firemen’s Retirement and Disability Act, approved
38-September 1, 1916 (39 Stat. 718; D.C. Official Code § 5-704).”.

40-Sec. 3. Section 12(p)(5) of the Policemen and Firemen’s Retirement and Disability Act,
41-approved September 1, 1916 (39 Stat. 718; D.C. Official Code § 5-723(e)), is amended by
42-striking the phrase “Amendment Act of 1994.” and inserting the phrase “Amendment Act of
43-1994. The provisions of this subsection shall not apply to an annuitant employed by the Office of
44-Unified Communications under the Retired Firefighter and Police Officer Redeployment
45-Temporary Amendment Act of 2024, passed on 2nd reading on October 1, 2024 (Enrolled

52-Sec. 4. Fiscal impact statement.
53-The Council adopts the fiscal impact statement of the Chief Financial Officer for the
54-Retired Firefighter and Police Officer Redevelopment Amendment Act of 2023, as introduced on
55-November 30, 2023 (Bill 25-610), as the fiscal impact statement required by section 4a of the
56-General Legislative Procedures Act of 1975, approved October 16, 2006 (120 Stat. 2038; D.C.
57-Official Code § 1-301.47a).

59-Sec. 5. Effective date.
60-(a) This act shall take effect following approval by the Mayor (or in the event of veto by
61-the Mayor, action by the Council to override the veto) and a 30-day period of congressional
62-review as provided in section 602(c)(1) of the District of Columbia Home Rule Act, approved
63-December 24, 1973 (87 Stat. 813; D.C. Official Code § 1-206.02(c)(1)).
64-(b) This act shall expire after 225 days of its having taken effect.
