85+The Council adopts the fiscal impact statement provided by the Chief Financial Officer as 32

89+This act shall take effect following approval by the Mayor (or in the event of veto by the 36
90+Mayor, action by the Council to override the veto), and shall remain in effect for no longer than 37

137+(C) The selection process, including the number of offerors , the evaluation criteria, and the
138+evaluation results, including price, technical or quality, and past performance components:

140+It was determined to be in the best of the District to enter into a s ole source contract with HRA to
141+continue providing animal control and animal disease prevention service.

143+The Washington Humane Society dba Humane Rescue Alliance (HRA) is the only contractor located
144+in the District of Columbia capable of providing animal shelter services and comprehensive animal control and animal disease prevention services 365 days a year, 24 hours a day. It is necessary and
145+imperative to have animal control and animal disease prevention services available in the District
146+365 days a year, 24 hours a day to help bring animals to safety, find pets who have gotten lost, rescue
147+wild animals from dangerous situations, and provide emergency medical treatment for all sick or
148+injured animals. HRA is the only contractor who can meet this demand. In addition, their hours of
149+operation are accessible to District residents and visitors to accommodate schedules with the intent
150+to increase animal adoptions.
151+ (D) A description of any bid protest related to the award of the contract, including whether the
152+protest was resolved through litigation, withdrawal of the protest by the protestor, or voluntary corrective action by the District. I nclude the identity of the protestor, the grounds
153+alleged in the protest, and any deficiencies identified by the District as a result of the protest:

156+ (E) The background and qualifications of the proposed contractor, including its organization,
157+financial stability, personnel, and performance on past or current government or private sector contracts with requirements similar to those of the proposed contract:

159+The contractor is currently providing and has been providing services to the satisfaction of the District for approximately 15 years . They have over 150 years of experience serving communities,
160+including conducting cruelty investigations, providing animal control services, and advocating for federal, state and local legislation and policies to protect animals.

162+The proposed contractor has demonstrated through past performance reports that its organization has the history, organizational and technical experience, including the key personnel, required to successfully meet the requirements of the proposed contract. Likewise, it has been determined that the proposed contractor maintains the financial resources, accounting and operational controls to successfully fulfill the District’s requirement. The proposed contractor has been determined responsible in accordance with the District’s standards for responsibility.

177+August 5, 2024.

179+(H) Performance standards and the expected outcome of the proposed contract:

181+The District expects HRA to comply with the performance standards and requirements set forth in
182+the contract. The District's overall expected outcome for HRA is to reduce the risks of disease and
183+protect public health by providing animal disease prevention and animal control services. Some
184+specific outcome s are to:
185+1. Reduce the number of stray animals that are impounded;
186+2. Decrease animal attacks and bites;
187+3. Increase rabies and distemper vaccination of animals;
188+4. Increase compliance with the animal control laws;
189+5. Increase animal licensing;
