16-To amend, on an emergency basis, due to congressional review, the Department of
17-Transportation Establishment Act of 2002 to authorize the Director to make grants of
18-more than $1 million to the National Park Service for certain projects in the Buzzard
19-Point neighborhood.

21- BE IT ENACTED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
22-act may be cited as the “Buzzard Point Park and Trails National Park Service Grant
23-Congressional Review Emergency Amendment Act of 2024”.

25- Sec. 2. Section 3(c) of the Department of Transportation Establishment Act of 2002,
26-effective May 21, 2002 (D.C. Law 14-137; D.C. Official Code § 50-921.02(c)), is amended by
27-adding a new paragraph (5) to read as follows:
28- “(5) Notwithstanding paragraph (1) of this subsection, the Director may issue
29-grants, including grants in excess of $1 million, to the National Park Service for the purpose of
30-planning, designing, constructing, making improvements to, or maintaining parks and trails
31-within the Buzzard Point neighborhood.”.

33-Sec. 3. Fiscal impact statement.
34- The Council adopts the fiscal impact statement of the Budget Director as the fiscal impact
35-statement required by section 4a of the General Legislative Procedures Act of 1975, approved
36-October 16, 2006 (120 Stat. 2038; D.C. Official Code § l-301.47a).

38-Sec. 4. Effective date.
39- This act shall take effect following approval by the Mayor (or in the event of veto by the
40-Mayor, action by the Council to override the veto), and shall remain in effect for no longer than
41-90 days, as provided for emergency acts of the Council of the District of Columbia in section
