15-WHEREAS, Alease Sarah Chichester was born Sarah Alease Neal on December 23, 1943,
16-and later legally exchanged her first and middle names, preferring to go by Alease;
17-WHEREAS, Alease Chichester attended Maggie Walker High School in Richmond,
18-Virginia and spent her summers in New York with her Aunt Kate;
19-WHEREAS, during her high school years, Alease Chichester was on the majorette team
20-and voted Miss Royal Knight
21- by the local African American young men’s social club of the same
22-name;
23-WHEREAS, Alease Chichester attended Virginia Union University where she met Howard
24-Chichester, who she later married in 1968;
25-WHEREAS, Alease Chichester moved to Washington, D.C. from Richmond, Virginia and
26-took a job in the personnel department at Woodward & Lothrop;

45-King, loving mother to Mark and Naya, sister to her brothers Jack Jr. and Jimmie and her half-
46-sister Ethel Neal, and a loving family member and friend to many.
47-RESOLVED, BY THE COUNC IL OF THE DISTRICT OF COLUMBIA, T hat this
48-resolution may be cited as the “Alease Sarah (Neal) Chichester Posthumously Ceremonial
49-Resolution of 2023”.
50-Sec. 2. The Council of the district of Columbia posthumously recognizes and honors the
51-life of Alease S. (Neal) Chichester.
52-Sec. 3. This resolution shall take effect immediately.
