13-To recognize the contributions that Wayne E. McOwen has made to the District upon the
14-occasion of his retirement as the Executive Director of the District of Columbia Insurance
15-Federation.

17-WHEREAS, Wayne E. McOwen served as the 3rd Executive Director of the District of
18-Columbia Insurance Federation (“DCIF”) for the past 18 years, creating a vision for the District
19-where everyone can live and thrive;
20-
21-WHEREAS, Wayne E. McOwen had a 36 -year record of tenure of professional activity in
22-the insurance marketplace prior to his tenure with DCIF;
23-
24-WHEREAS, Wayne E. McOwen served as a valuable board member of Gallaudet
25-University and Maguire Academy of Risk Management and Insurance;
26-
27-WHEREAS, Wayne E. McOwen continues to serve as the Executive Director of the
28-District of Columbia Insurance Regulatory Trust Fund;
29-
30-WHEREAS, Wayne E. McOwen worked for 18 years with many members of the Council,
31-Mayors, Department of Insurance, Securities and Banking Commissioners, and numerous other
32-government agency professionals to create a consumer centric, flourishing insurance marketplace
33-in the District;
34-
35-WHEREAS, Wayne E. McOwen announced his intention to fully retire from the DCIF on
36-December 31, 2022; and
37-
38-WHEREAS, Wayne E. McOwen will be honored during the DCIF’s Annual Legislative
39-Reception in March 2023 .

41-RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, T hat this
42-resolution may be cited as the “Wayne E. McOwen Retirement Recognition Resolution of 2023”.

49-Sec. 2. The Council of the District of Columbia recognizes and honors Wayne E. McOwen
50-for his years of dedication to moving the District forward toward a more inclusive, fully
51-professional financial services marketplace.

52+resolution may be cited as the “Wayne E. McOwen Retirement Recognition Resolution of 2023”. 53

54+Sec. 2. The Council of the District of Columbia recognizes and honors Wayne E. McOwen 55
55+for his years of dedication to moving the District forward toward a more inclusive, fully 56
56+professional financial services marketplace. 57

58+Sec. 3. This resolution shall take effect immediately upon the first date of publication in 59
59+the District of Columbia Register. 60
