12- To celebrate May 12, 2023 as “Early Childhood Educator Appreciation Day” and to recognize and
13-honor all early childhood educators of the District of Columbia.
14- WHEREAS, the District of Columbia is committed to supporting the health, well-being,
15-development, and success of young children and youth living in the nation’s capital;
16- WHEREAS, children deserve skilled, educated, competent, consistent, and well-
17-compensated early childhood educators;
18- WHEREAS, a high percentage of District mothers and birth-givers return to work in the
19-first 6 weeks after the birth of a child, and working families need sufficient, high-quality child
20-care services to be available in the community to support them ;
21- WHEREAS, child care providers serve a vital role in our community, not only caring for
22-and educating our children, but also supporting parent and guardian participation in the District workforce;
23- WHEREAS children’s cognitive, physical, social, emotional, language, and literacy
24-development are built on a foundation of positive interactions between children and adults, peers, and their environment;
25- WHEREAS, high-quality early care and education work to ameliorate the effects of
26-systemic poverty – from recognizing and remediating developmental delays, to identifying and
27-helping prevent child neglect – leading to positive outcomes for individual children and their
28-homes and communities;
29- WHEREAS, the Council of the District of Columbia has been a supporter of families and
30-early childhood educators, including by authorizing an Early Childhood Educator Compensation Task Force, funding the Early Childhood Educator Pay Equity Fund, and expanding Paid Family and Medical Leave benefits, among others;
31- WHEREAS, as a result of these programs and initiatives, the number of early childhood
32-educators who are on the path towards pay parity and economic progress has increased, thereby increasing the ability to support high-quality programs for all District families ;

36-WHEREAS, we must continually work towards creating a diverse, inclusive, and
37-equitable early childhood education workforce to the ensure all people working in the child care
38-sector thrive personally and professionally, to create a robust provider and educator pipeline that
39-can be developed and maintained, and to strengthen culturally diverse and inclusive care
40-experiences for children;

42-WHEREAS, early educators deserve appreciation for their irreplaceable work to advance
43-the early childhood profession; and
44-
45-WHEREAS, Child Care Provider Appreciation Day has been celebrated nationally and
46-annually since 1996 on the Friday before Mothers’ D ay as an occasion to “amplify our nation’s
47-collective gratitude for those who support the social, emotional, and physical care of our youngest
48-children”.

50-RESOLVED, BY THE COUNC IL OF THE DISTRICT OF COLUMBIA, That this
51-resolution may be cited as the “Early Childhood Educator Appreciation Day Ceremonial
52-Recognition Resolution of 2023”.

54-Sec. 2. The Council of the District of Columbia celebrates May 12, 2023 as “DC Early
55-Childhood Educator Appreciation Day,” honors the contributions of all early childhood educators
56-to the development and well-being to our District children and families , and recognizes that
57-investments to stabilize, sustain, and support child care and early learning will support children,
58-youth, educators, families, and our larger economy through pandemic recovery and beyond.

26+To recognize the first week of May 2023 as “ Tardive Dyskinesia Awareness Week.” 26
27+ 27
28+WHEREAS, Many people with serious mental health conditions, such as bipolar disorder, 28
29+major depression, schizophrenia, and schizoaffective disorder, or gastrointestinal disorders, 29
30+including gastroparesis, nausea, and vomiting, may be treated with medications that work as 30
31+dopamine receptor blocking agents (DRBAs), including antipsychotics; 31
32+WHEREAS, While ongoing treatment with these medications can be necessary, prolonged 32
33+use can also lead to tardive dyskinesia (TD), an involuntary movement disorder that is 33
34+characterized by uncontrollable, abnormal and repetitive movements of the face, torso, and/or 34
35+other body parts; 35
36+WHEREAS, it is estimated that TD affects approximately 600,000 people in the U.S., and 36
37+approximately 70% of people with TD have not been diagnosed, making it important to raise 37
38+awareness about the symptoms and impact of TD because even mild symptoms of TD can have 38
39+physical, social and emotional consequences; 39
40+WHEREAS, It is important that people taking DRBA medication to be monitored for TD. 40
41+Regular screening for TD in these patients is recommended by the American Psychiatric 41
42+Association (APA); 42 WHEREAS, Clinical research has led to the availability of two treatments for adults with 1
43+TD by the United States Food and Drug Administration; and 2
44+WHEREAS, the House of Representatives can raise awareness of Tardive Dyskinesia in 3
45+the public and medical community: 4
46+IT IS HEREBY RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, 5
47+That this resolution may be cited as the “Tardive Dyskinesia Awareness Week Recognition 6
48+Resolution of 2023.” 7

50+ Sec. 2. The Council of the District of Columbia hereby declares the week of May 1, 2023 -9
51+May 7, 2023, as “Tardive Dyskinesia Awareness Week”, and encourages every individual in the 10
52+District to become better informed about and aware of Tardive Dyskinesia. 11

54+ Sec 3. This resolution shall take effect immediately upon the first date of publication in the 13
55+District of Columbia Register. 14
