16+To recognize, honor, and express gratitude to Clarence “Garret” Whitescarver for his years of 14
17+service to the District of Columbia on the occasion of his retirement from the 15
18+Government of the District of Columbia. 16

20+WHEREAS, Clarence “Garret” Whitescarver is currently the Department of Buildings’ 18
21+(DOB) Chief Building Official, a position he has held since 2017; 19

23+WHEREAS, in the position, he reviews plans and issues permits for all non-federal 21
24+construction on private space in the District, which includes permits for new construction, 22
25+additions, demolition and razing, and garages and fences; 23

27+WHEREAS, Mr. Whitescarver is a native of southern California, and first came to the 25
28+region to attend the United States Naval Academy in Annapolis, Maryland; 26

30+WHEREAS, Mr. Whitescarver attended the Naval Academy from 1973 through 1977 and 28
31+graduated with a commission in the United States Marine Corps. He spent eight years as a jet pilot 29
32+in the Marine Corps and eventually transitioned to the United States Air Force for his ninth year 30

35+WHEREAS, following his military career, Mr. Whitescarver decided to transition to the 33
36+building industry after 10 years in the corporate world working at a pharmaceutical company in 34

39+WHEREAS, in the wake of the 2008 housing crisis, Mr. Whitescarver embraced another 37
40+aspect of the building industry, exploring code inspection opportunities. He first found a code 38
41+inspector position and relocated to Washington, D.C., and then shortly after being hired, he became 39
42+a supervisor. Mr. Whitescarver quickly moved up the ranks in the former Department of Consumer 40
43+and Regulatory Affairs (DCRA) to his current position as the DOB chief building official; and 41

45+WHEREAS, Mr. Whitescarver gained the respect and admiration of members in the 43
46+legislative and executive branches of the District government as a professional who has delivered 44
47+high-quality service to the residents of the District of Columbia for more than a decade. 45

50-resolution may be cited as the “ Clarence “Garret” Whitescarver Ceremonial Recognition
51-Resolution of 2023”.

53-Sec. 2. The Council recognizes and thanks Clarence “Garret” Whitescarver on the occasion
54-of his retirement as DOB Chief Building Official and for the distinguished s ervice and valuable
55-contributions he has made to the District government and its citizens.

57-Sec. 3. This resolution shall take effect immediately.
