16+To recognize and celebrate Philip E. Pannell for his tenure with the Anacostia Coordinating 14

19+WHEREAS, Philip E. Pannell is a native of Newport News, Virginia and was educated in 17
20+a racially segregated environment; 18

22+WHEREAS, Mr. Pannell is a graduate of Fordham University and did graduate work in 20
23+political science at Howard University; 21

25+WHEREAS, in 1975, Mr. Pannell was selected by then-Ward 4 Councilmember Arrington 23
26+Dixon to work on the Council’s Government Operations Committee and to establish, organize, 24
27+and run the District’s first constituent services office; 25

29+WHEREAS, Mr. Pannell also has served in a wide variety of civic capacities since coming 27
30+to the District, including president of the Congress Heights Community Association and the 28
31+Anacostia/Bellevue/Congress Heights AARP Chapter #4870. He also has served as treasurer of 29
32+the Friends of the Parkland-Turner Neighborhood Library and the vice chairman of the board of 30
33+the Community College Preparatory Academy Public Charter School; 31

35+WHEREAS, Mr. Pannell has received over 100 awards during his nearly four decades of 33

38+WHEREAS, in 2011 he received the U.S. President’s Call to Service Award and in 2012 36
39+received the D.C. Federation of Civic Associations’ award for the Outstanding President of a 37
40+Member Association and the Smithsonian Anacostia Community Museum’s Community Service 38

43+WHEREAS, in 1995, Mr. Pannell became Executive Director of the Anacostia 41
44+Coordinating Council and has been the only person to serve as executive director of the 42
