To recognize and honor Richard S. Lee, aka Rick Lee, for his career and life in the District of 30
Columbia on his 80
th
birthday. 31

WHEREAS, Rick Lee has been the owner, and Chairman of the Board of Lee’s Florist 33
that has been located in the District of Columbia for 78 years; 34

WHEREAS, Rick Lee long- standing business ties and community outreach has made a 36
longstanding impact on the District of Columbia and its residents in numerous ways; 37

WHEREAS, Rick Lee has dedicated his career as a business owner to serving the citizens 39
of the District of Columbia by providing dedicated services for more than 45 years in the role 40
as the business owner; 41

WHEREAS, Rick Lee has served on various government Boards and Associations 43
as Vice-President of the U Street Business Association, under the late Marion Barry, serving as 44
President, served four years as an appointed Statehood Commissioner under the late Harry 45 Thomas Sr., and served an appointment to the Board of Accountancy under the 46
late Mayor Marion Barry; 47

WHEREAS, Rick Lee was the recipient of the Small Businessman of the Year from the 49
DC Chamber of Commerce; 50

WHEREAS, Rick Lee has served on the Boards of various organizations throughout the 52
District of Columbia including the Board of Directors for the DC Children’s Trust Fund, as the 53
Small Business Vice Chairman of the local United Way , as a Member of the Board of the 54
Washington Gas Consumer Advisory Board, as Chairman of the Banneker Boy Scouts of 55
America, as Chairman of the Board of Directors for the Lincoln Theater, as Vice- President of 56
Kiwanis Club of NE Washington DC , as Vice- President of the Shaw Neighborhood Association, 57
and as a Member of the Board of Directors for MANNA. 58

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 60
resolution may be cited as the “Richard S Lee Recognition Resolution of 2023.” 61

Sec. 2. The Council of the District of Columbia recognizes and honors Richard S. Lee, 63
aka Rick Lee, for his career and life in the District of Columbia on his 80
th
birthday. 64

Sec. 3. This resolution shall take effect immediately upon the first date of publication in 66
