15-To recognize and honor Alpha Phi Alpha Fraternity, Incorporated as an organization that has
16-provided a voice and a strong vision to the struggle of African Americans and people of
17-color in the District of Columbia and around the world and to declare December 4, 202 3
18-as “Alpha Phi Alpha Day” in the District of Columbia.

20-WHEREAS, Alpha Phi Alpha Fraternity, Incorporated (“Alpha Phi Alpha Fraternity”),
21-the first intercollegiate Greek-letter fraternity established for African American men, was
22-founded on December 4, 1906 at Cornell University in Ithaca, New York;
23-
24-WHEREAS, Alpha Phi Alpha Fraternity recognizes the following 7 men , “The Jewels,”
25-as its Founders: Henry Arthur Callis, Charles Henry Chapman, Eugene Kinckle Jones, George
26-Biddle Kelley, Nathaniel Allison Murray, Robert Harold Ogle, and Vertner Woodson Tandy;
27-
28-WHEREAS, Alpha Phi Alpha Fraternity develops leaders, promotes brotherhood and
29-academic excellence, while providing servi ce and advocacy for our communities;

31-WHEREAS, Alpha Phi Alpha Fraternity prepares its members for the greatest usefulness
32-in the causes of humanity, freedom, and dignity for all people;

34-WHEREAS, Alpha Phi Alpha Fraternity’s aims include manly deeds, scholarship, and
35-love for all mankind;

37-WHEREAS, Alpha Phi Alpha Fraternity encourages the highest and most noble form of
38-manhood and aids downtrodden humanity in its efforts to achieve higher social, economic, and
39-intellectual status;

41-WHEREAS, national programs such as Brother’s Keeper, A Voteless People is a
42-Hopeless People, Go- to-High-School, Go- to-College, and Project Alpha form the foundation and
43-cornerstone of Alpha Phi Alpha Fraternity’s community initiatives;

45-WHEREAS, the District of Columbia has 3 college and 3 alumni chapters of Alpha Phi
46-Alpha Fraternity, including the Beta Chapter established in 1907, the Mu Lambda Chapter

55-contributions that have made a significant impact on the quality of life for District of Columbia

58-WHEREAS, each chapter invests time and resources into the development of youth in the
59-District of Columbia through mentoring programs, community projects, fundraisers, and
60-scholarships; and

62-WHEREAS, December 4, 1906 is the date that Alpha Phi Alpha Fraternity recognizes as
63-its Founders’ Day.

65-RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
66-resolution may be cited as the “Alpha Phi Alpha Day Recognition Resolution of 2023” .

68-Sec. 2. The Council of the District of Columbia recognizes and honors the contributions
69-of Alpha Phi Alpha Fraternity, Incorporated to the sustained progress of District of Columbia
70-residents, and declares December 4, 2023 as “ Alpha Phi Alpha Day” in the District of Columbia.

72-Sec. 3. This resolution shall take effect immediately .
