14-To recognize and celebrate Ms. Monica Bibbs for 35 years of service to the District of
15-Columbia public schools and her contributions as an educator, administrator, and
16-community member upon the occasion of her retirement.

18-WHEREAS, Ms. Bibbs attended H.D. Cooke Elementary School, St. Patrick’s Academy,
19-and Immaculata High School in her elementary and secondary years, and earned undergraduate
20-and graduate degrees from the University of the District of Columbia;
21-
22-WHEREAS, Ms. Bibbs began her professional and teaching career in 1987 in the
23-mathematics department of H.D. Woodson Senior High School, and taught secondary
24-mathematics, summer school mathematics, and other courses, and served in the central
25-administration as the mathematics content specialist for 18 years;
26-
27-WHEREAS, Ms. Bibbs then accepted a role as the Assistant Principal of W.B. Patterson
28-Elementary School and served in that position for 2 years and was then promoted to the position
29-of Director of School Strategies and Logistics;
30-
31-WHEREAS, M s. Bibbs tenure as an educator and administrator has been marked by
32-excellence in leadership, strategy, and initiative;

34-WHEREAS, Ms. Bibbs is a proud member of Zeta Phi Beta Sorority, Incorporated, and
35-has participated in community service initiatives since joining the sorority in 1985;
36-
37-WHEREAS, Ms. Bibbs has demonstrated a commitment to developing team members
38-and the next generation of youth and educators;
39-
40-WHEREAS, Ms. Bibbs has nurtured and contributed to the success of thousands of
41-students in Wards 7 and 8 specifically and throughout the District, and worked tirelessly to meet
42-the educational and developmental needs of District youth.

49-RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
50-resolution may be cited as the “Monica Bibbs Retirement Recognition Resolution of 2023”.

52-Sec. 2. The Council of the District of Columbia recognizes the 35 years of exemplary
53-service provided by Ms. Bibbs and congratulates her on her retirement.

55-Sec. 3. This resolution shall take effect immediately.
