19-WHEREAS, Professor Irby III, native to Mobile, Alabama, attended Grambling State

25-WHEREAS, Professor Irby III then became the Coordinator of Instrumental Music and
26-Director of the Howard University Jazz Ensemble, and in that role, facilitated and conducted
