Dinan, a longtime and well-known 13 resident of the District of Columbia on the occasion of his recent passing. 14 15 WHEREAS, Donald R. Dinan was a longtime and well-known resident of Ward 6 in the 16 District of Columbia and made significant contributions to the local community through his 17 active and valuable participation in the DC Democratic Party, various local campaigns and in the 18 social and cultural life of DC; 19 20 WHEREAS, Mr. Dinan was born in Nashua, NH, on August 28, 1949, and lived in Ellicott 21 City, MD, from fourth grade through college; 22 23 WHEREAS, Mr. Dinan was a graduate of the University of Pennsylvania Wharton School 24 of Finance, the Georgetown University Law Center, and the London School of Economic and 25 Political Science; 26 27 WHEREAS, he served as the former Director of the Unfair Import Investigations Division 28 of the US International Trade Commission and as an Investigative Attorney and a significant 29 contributor to the formulation of the original Rules of Practice and Enforcement governing 30 Section 337; 31 32 WHEREAS, Mr. Dinan was well-regarded for his work in federal court litigation, 33 transnational litigation, and international arbitration, including his selection as a Lawyer of 34 Distinction, a prestigious honor reflecting peer recognition and professional achievement; 35 36 WHEREAS, he actively participated in various professional associations, including the 37 American and Federal Bar Associations, served as Legal Counsel to the Democratic State 38 Committee, and held the position of former President of the US International Trade Commission 39 Historical Society; 40 41 WHEREAS, Mr. Dinan’s stellar engagement with many political candidates, advocacy 42 groups and successful political outcomes cannot be overlooked and will likely be cherished by 43 the recipients of his wise advice for many years into the future; 44 45 2 WHEREAS, Mr. Dinan also played an active role in DC politics for over 45 years, 46 serving as President of the Ward 6 Democrats, General Counsel to the DC Democratic State 47 Committee, member of the Democratic National Committee's Rules and Bylaws Committee and 48 Super Delegate three times at Democratic National Conventions; 49 50 WHEREAS, in addition to his professional commitments, Mr. Dinan generously shared his 51 knowledge and time as an Adjunct Professor of International Trade and Intellectual Property at 52 Georgetown University Law School; 53 54 WHEREAS, he became a partner at Goetz Fitzpatrick LLP in September 2015 and was a 55 member of the Bars of Washington, DC; New York; and Massachusetts. 56 57 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this 58 resolution may be cited as the “Donald R. Dinan Memorial Recognition Resolution of 2024.” 59 60 Sec. 2 The Council of the District of Columbia recognizes and honors the incredible life of 61 Donald R. Dinan and express our deepest condolences to his wife, daughter, and the entire 62 District community for the loss of a intelligent and ‘go-to- person and friend who will be sorely 63 missed. 64 65 Sec. 3. This resolution shall take effect immediately upon the first date of publication in 66 the District of Columbia Register. 67
