14-To celebrate the life and advocacy of Donald R. Dinan, a longtime and well -known resident of
15-the District of Columbia on the occasion of his recent passing.

17- WHEREAS, Donald R. Dinan was a longtime and well -known resident of Ward 6 in the
18-District of Columbia and made significant contributions to the local community through his
19-active and valuable participation in the DC Democratic Party, various local campaigns and in the
20-social and cultural life of DC;

22- WHEREAS, Mr. Dinan was born in Nashua, NH, on August 28, 1949, and lived in Ellicott
23-City, MD, from fourth grade through college;
24-
25- WHEREAS, Mr. Dinan was a graduate of the University of Pennsylvania Wharton School
26-of Finance, the Georgetown University Law Center, and the London School of Economic and
27-Political Science;

29- WHEREAS, he served as the former Director of the Unfair Import Investigations Division
30-of the US International Trade Commission and as an Investigative Attorney and a significant
31-contributor to the formulation of the original Rules of Practice and Enforcement governing
32-Section 337;

34-WHEREAS, Mr. Dinan was well -regarded for his work in federal court litigation,
35-transnational litigation, and international arbitration, including his selection as a Lawyer of
36-Distinction, a prestigious honor reflecting peer recognition and professional achievement ;

38-WHEREAS, he actively participated in various professional associations, including the
39-American and Federal Bar Associations, served as Legal Counsel to the Democratic State
40-Committee, and held the position of former President of the US International Trade Commission
41-Historical Society;

43-WHEREAS, Mr. Dinan’s stellar engagement with many political candidates, advocacy
44-groups and successful political outcomes cannot be overlooked and will likely be cherished by
45-the recipients of his wise advice for many years into the future;

55- WHEREAS, in addition to his professional commitments, Mr. Dinan generously shared his
56-knowledge and time as an Adjunct Professor of International Trade and Intellectual Property at
57-Georgetown University Law School;

59- WHEREAS, he became a partner at Goetz Fitzpatrick LLP in September 2015 and was a
60-member of the Bars of Washington, DC; New York; and Massachusetts.

62- RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, T hat this
63-resolution may be cited as the “Donald R. Dinan Memorial Recognition Resolution of 2024.”

65- Sec. 2 The Council of the District of Columbia recognizes and honors the incredible life of
66-Donald R. Dinan and express our deepest condolences to his wife, daughter, and the entire
67-District community for the loss of an intelligent and ‘go- to- person and friend who will be sorely
68-missed.

70- Sec. 3. This resolution shall take effect immediately.
