16- WHEREAS, Elsie B. Harvey was born in Appomattox, Virgina on February 28, 1924
17-where she was raised by her parents along with 4 siblings;

19- WHEREAS, after high school Elsie B. Harvey decided to move to the District of
20-Columbia in her 20s and moved her mother to the District some time after and took care of her
21-until she passed away at age 97;

23-WHEREAS, Elsie B. Harvey attended beauty school and was a beautician for over 15
24-years part-time, and worked in District Government at the Department of Public Works until she
25-retired;

27- WHEREAS, Elsie B. Harvey had 3 children with William Harvey: Randolph, Nelsine,

30- WHEREAS, Elsie B. Harvey has attended M t. Pleasant Baptist Church for over 50 years;
