13- To declare April 2023 as “Child Abuse Prevention Month” in the District of Columbia.

15-WHEREAS, Child Abuse Prevention Month, first commemorated in 1983,
16-recognizes the importance of families and communities working together to prevent child abuse and neglect and promotes the social and emotional well-being of children and
17-families;
18- WHEREAS, every child has the right to develop and mature in a safe, secure, and
19-supportive environment, free from violence, victimization, and neglect;
20- WHEREAS, in federal fiscal year 2021, 3.9 million reports were made to child
21-protective services;
22- WHEREAS, research indicates that child abuse and adverse childhood experiences
23-can have long-term psychological, emotional, and physical effects that have lasting
24-consequences for victims of abuse;
25- WHEREAS, child abuse and neglect is a serious problem affecting every segment of
26-our community and finding solutions requires input and action from everyone;
27- WHEREAS, our children are our most valuable resources and will shape the future
28-of the District of Columbia;
29- WHEREAS, protective factors are conditions that reduce or eliminate risk and
30-promote social, emotional, and developmental well-being of children;
31- WHEREAS, effective child abuse prevention activities succeed because of
32-partnerships created within communities, human service agencies, schools, faith- based and
33-community organizations, businesses, law enforcement agencies, and families;
34- WHEREAS, the District recognizes the impact of bringing awareness to this issue,
35-which unfortunately many District children and youth experience;

44-WHEREAS, the Child and Family Services Agency, through the Keeping DC
45-Families Together Initiative, promotes the well-being of families and works to prevent child
46-abuse through promising policies, practices, and partnerships; and

48-WHEREAS, the Council of the District of Columbia thanks and recognizes the
49-community partners who work to prevent the tragedy of child abuse and neglect before it
50-happens and keep the children of the District healthy and whole.

52-RESOLVED, BY THE COUNC IL OF THE DISTRICT OF COLUMBIA, That this
53-resolution may be cited as the “Child Abuse Prevention Month Recognition Resolution of
54-2023”.

56-Sec. 2. T he Counc il declares April 2023 as “Child Abuse Prevention Month” in the
57-District of Columbia.

87+RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 84
88+resolution may be cited as the “Child Abuse Prevention Month Recognition Resolution of 2024”. 85

90+Sec. 2. The Council of the District of Columbia declares April 2024 as “Child Abuse 87
91+Prevention Month” in the District of Columbia. 88
