In accordance with section 2 of the Confirmation Act of 1978, effective March 3, 1979 (D.C. Law 2-
142; D.C. Official Code § 1-523.01) and pursuant to section 203 of the Board of Ethics and
Government Accountability Establishment and Comprehensive Ethics Reform Amendment Act of
2011, effective April 27, 2012 (D.C. Law 19-124; D.C. Official Code § 1-1162.03), I am pleased to
nominate the following individual:

13 To confirm the reappointment of Ms. Norma Hutcheson as a member of the Board of Ethics and
14 Government Accountability.

16 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
17 resolution may be cited as the "District of Columbia Board of Ethics and Government
18 Accountability Norma Hutcheson Confirmation Resolution of 2022".

20 Sec. 2. The Council of the District of Columbia confirms the reappointment of:

27 as a member of the Board of Ethics and Government Accountability, established by section 202
28 of the Board of Ethics and Government Accountability Establishment and Comprehensive Ethics
29 Reform Amendment Act of 2011, effective April 27, 2012 (D.C. Law 19-124; D.C. Official
30 Code § 1-1162.02), for a term to end July 1, 2028.
31 Sec. 3. The Council of the District of Columbia shall transmit a copy of this resolution,
32 upon its adoption, to the nominee and to the Office of the Mayor.
33 Sec. 4. This resolution shall take effect immediately. NORMA BROWN HUTCHESON
Experienced litigator/manager with excellent skills in training, planning and
execution, problem-solving, program management and client relations; advocate
uniquely experienced in labor and employment law and ethics; dependable
volunteer and Community leader.

United States Postal Service - Office of the General Counsel
Deputy Managing Counsel - Capital Metro Law Office (Landover, Maryland)
- January 1994 - January 2016 (retired)
Served as liaison and legal counsel to senior Postal Service managementfor
labor and employment and ethics matters. Recruited, trained and managed
teams of attorneys to litigate before the Equal Employment Opportunity
Commission and the Merit Systems Protection Board, engage in mediation and
support Assistant US Attorneys on labor and employment. Freedom of
Information Act and Privacy Act matters. Created and implemented protocols for
interaction with Postal Service management. Administrative Judges and
Assistant United States Attorneys. Developed and supervised litigation and
mediation strategies.
Attorney Advisor - Mid-Atlantic Law Office (Postal Service Headquarters,
Washington, DC) - October 1992 - January 1994
Represented Postal Service management in labor and employment matters
before the Equal Employment Opportunity Commission, the Merit Systems
Protection Board, United States District Court (as Of Counsel) and in mediation.
Advised Postal Service management on labor and employment. Freedom of
Information Act, Privacy Act and ethics matters. Provided advice and counsel
and training to Postal Service management during the Agency's 1992
restructuring of the entire organization.

Norma B. Hutcheson
Norma B. Hutcheson recently served as Deputy Managing Counsel
for the Capital Metro Law Office of the United States Postal Service
Law Department, and is a current member of the Board of Ethics and
Government Accountability.
In her career, Ms. Hutcheson served as liaison and legal counsel to
senior postal management and represented the Postal Service in
unique cases of significant organizational impact. She managed,
litigated, and trained in the areas of labor and employment law,
ethics, and revenue protection. Starting her legal career at the United
States Postal Service in 1980, she also held other positions as acting manager and
attomey/advisor at Postal Service Headquarters (where she practiced with the Rates and
Classification Group) and its Eastern Regional and Mid-Atlantic Field Law Offices.
Ms. Hutcheson has served on the National Bar Association (NBA) Board of Directors as
Regional Director for Region XII. She is a past president of the Greater Washington Area
Chapter of the Women Lawyers Division, NBA (GWAC) and past chair of the GWAC
Foundation, Inc. Ms. Hutcheson has been an active participant in the Lawyers Committee for
Civil Rights Under the Law/NBA Election Protection project. She served as Secretary to the
Board of the Women's Bar Association Foundation and as a board member of the Women's Bar
Association of DC.
A Ward 4 resident, Ms. Hutcheson earned a Bachelor of Arts from Bucknell University and a
juris doctorate from University of Pennsylvania Law School.
