16-To declare the existence of an emergency, due to congressional review, with respect to the need
17-to amend the Campaign Finance Reform Amendment Act of 2018 to clarify that certain
18-sections of that act shall not apply to any inaugural or transition committee organized in
19-2022.

21- RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
22-resolution may be cited as the “ Political Committee Clarification Congressional Review
23-Emergency Declaration Resolution of 2023” .

25- Sec. 2. (a) On December 6, 2022, the Council passed the Political Committee
26-Clarification Emergency Amendment Act of 2022, effective December 8, 2022 (D.C. Act 24-
27-676; 69 DCR 15076) (“emergency measure”). The emergency measure is set to expire on March
28-8, 2023.
29- (b) On December 20, 2022, the Council passed the Political Committee Clarification
30-Temporary Amendment Act of 2022, enacted on January 17, 2023 (D.C. Act 24- 771; 70 DCR
31-884) (“temporary measure”). The temporary measure has been transmitted to Congress and has a
32-projected law date of March 16, 2023.
33- (c) This congressional review emergency legislation is necessary to prevent a gap in the
34-law between the expiration of the emergency measure and the effective date of the temporary
35-measure.

37- Sec. 3. The Council of the District of Columbia determines that the circumstances
38-enumerated in section 2 constitute emergency circumstances making it necessary that the
39-Political Committee Clarification Congressional Review Emergency Amendment Act of 2023 be
40-adopted after a single reading.

42- Sec. 4. This resolution shall take effect immediately .
