14	14	Pursuant to D.C. Code §2-352.02 (a)(l), I have enclosed for consideration by the Council of the
15	15	District
16	16	of Columbia, the Council Contract Summary for a proposed contract, in the amount of
17	17	up to Fifteen Million Dollars ($15,000,000.00) between the District of Columbia Housing
18	18	Authority ("DCHA") and Chiaramonte Construction Company ("CCC"). This proposed
19	19	contract is for on call construction, repair and replacement services to be provided to DCHA to
20	20	complete immediate and ongoing repairs in
21	21	DCHA's portfolio of projects.
22	22	DCHA plans to enter into the contract with CCC for on call construction, repair and replacement
23	23	services using capital funds appropriated
24	24	by the Council of the District of Columbia in the FY23
25	25	budget.
26	26	DCHA partners through a cooperative business relationship with District
27	27	of Columbia
28	28	Department
29	29	of General Services ("DGS") to purchase the necessary on call construction, repair
30	30	and replacement services from contractors selected for awards pursuant to a DGS Request for
31	31	Proposal ("RFP") solicitation. DCHA selected CCC through a DGS RFP DCAM-22-CS-RFP-
32	32	0001 issued on October 14, 2021. DCHA determined that CCC met the technical requirements
33	33	of the DGS RFP and has relevant experience working on multifamily housing projects similar to
34	34	the housing developments owned
35	35	by DCHA and therefore is qualified and capable of providing
36	36	DCHA's required on call, construction, repair and replacement services.
37	37	Pending approval
38	38	by the Council, DCHA proposes to award to CCC a four ( 4) year contract to
39	39	provide on call construction, repair and replacement services to DCHA.
40	40	Concurrently, I have also enclosed for consideration
41	41	by the Council the Contract for Services
42	42	with Chiaramonte Construction Company Contract No. DCHA CA-XI-2023 Approval
43	43	Resolution of 2023.

104	104	BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this
105	105	resolution
106	106	may be cited as the "Contract for Services with Chiaramonte Construction Company
107	107	Contract No.
108	108	OCHA CA-XI-2023 Approval Resolution of 2023."
109	109	Sec.
110	110	2. Pursuant to section 451 ( c )(3) of the District of Columbia Home Rule Act,
111	111	approved December 24, 1973 (87 Stat. 803; D.C. Office
112	112	Code§ 1-204.51(c)(3), and section 202
113	113	of the Procurement Practices Reform Act of 2010, effective April 8, 2011 (D.C. Law 18-371;
114	114	D.C.
115	115	Code§ 2-352.02, the Council of the District of Columbia (Council) approves the Contract
116	116	for Services (OCHA CA-XI-2023), a multiyear agreement between
117	117	OCHA and Chiaramonte
118	118	Construction Company to provide on call construction, repair and replacement services for
119	119	DCHA's portfolio of projects.
120	120	Sec. 3. The Secretary
121	121	of the Council shall transmit a copy of this resolution, upon its
122	122	adoption, to
123	123	OCHA and the Mayor. 1
124	124	2 Sec. 4. Fiscal impact statement.
125	125	3 The Council adopts the fiscal impact statement
126	126	of the Chief Financial Officer as the
127	127	4 fiscal impact statement required by section a
128	128	of the General Legislative Procedures Act of 1975,
129	129	5 approved October 16, 2006 (120 Stat. 2038; D.C. Official Code§ 1-301.47a).
130	130	6 Sec. 5. Effective date.
131	131	7 This resolution shall take effect immediately.
