9	9	rsuant to D.C. Code §2-352.02 (a)(1), I have enclosed for consideration by the Council of the
10	10	District of Columbia, the Council Contract Summary for a proposed contract, in the amount of
11	11	up to Fifteen Million Dollars ($15,000,000.00) betwee n the District of Columbia Housing
12	12	Authority (“DCHA”) and Bennett Group
13	13	Inc. (“BGI”). This proposed contract is for on call
14	14	construction, repair and replacement services to be provided to DCHA to complete immediate
15	15	and ongoing repairs in DCHA’s portfolio of projects.

17	17	DCHA plans to enter into the contract with BGI for on call construction, repair and replacement
18	18	services using capital funds appropriated by the Council of the District of Columbia in the FY23
19	19	budget.
20	20	DCHA pa rtners through a cooperative business relationship with District of Columbia
21	21	Department of General Services (“DGS”) to purchase the necessary on call construction, repair
22	22	and replacement services from contractors selected for awards pursuant to a DGS Request for
23	23	Proposal (“RFP”) solicitation. DCHA selec ted BGI through a DGS RFP DCAM-22-CS-RFP-
24	24	0001 issued on October 1 4, 2021. DCHA determined that BGI met the technical requirements
25	25	of
26	26	the DGS RFP and has relevant experience working on multifamily housing projects similar to
27	27	the housing developments owned by DCHA a nd therefore is qualified
28	28	and capable of providing
29	29	DCHA’s required on call,
30	30	construction, repair and replacement services.
31	31	Pending a pproval by
32	32	the Council, DCHA proposes to award to BGI a four (4) yea r contract to
33	33	provide on ca ll construction, repair and replacement services to DCHA.

35	35	I have also enclosed for consideration by the Council the Contract for S ervices

163	163	2. Pursuant to section 451(c)(3) of the District of Columbia Home Rule Act,
164	164	approved December 24, 1973 (87 Stat. 803; D.C. Office
165	165	Code§ 1-204.51(c)(3), and section 202
166	166	of the Procurement Practices Reform Act of 2010, effective April 8, 2011 (D.C. Law 18-371;

168	168	Code§ 2-352.02, the Council of the District of Columbia (Council) approves the Contract
169	169	for Services (DCHA CA-XI-A-2023), a multiyear agreement between DCHA and Bennett Group
170	170	Inc. to provide on call construction, repair and replacement services for DCHA' s portfolio

174	174	3. The Secretary of the Council shall transmit a copy of this resolution, upon its
175	175	adoption, to DCHA and the Mayor. 1

179	179	4 fiscal impact statement required by section a
