To declare the existence of an emergency with respect to the need to designate a portion of the
public alley system within Square 4546, bounded by 17th Street, NE, E Street, NE, 18th
Street, NE, and D Street, NE, as Rev. Lloyd Young Court, NE.
RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
resolution may be cited as the “Rev. Lloyd Young Court Designation Emergency Declaration
Resolution of 2023”.
Sec. 2. (a) There exists an immediate need to designate the public alley within Square
4546, bounded by 17th Street, NE, E Street, NE, 18th Street, NE, and D Street, NE, as Rev.
Lloyd Young Court NE.
(b) The Rev. Lloyd Young Court Designation Act of 2023, passed on 2nd reading on
May 2, 2023 (Enrolled version of Bill 25-111) (“Permanent Act”), was adopted on first reading
by the Council on April 4, 2023, and is scheduled for final reading on May 2, 2023.
(c) The Permanent Act designates the public alley within Square 4546, bounded by 17th
Street, NE, E Street, NE, 18th Street, NE, and D Street, NE, as Rev. Lloyd Young Court, NE.
(d) Emergency legislation is necessary to allow permitting for a by-right development of
a lot internal to the square while the Permanent Act is pending congressional review.
Sec. 3. The Council finds that the circumstances enumerated in section 2 constitute
emergency circumstances making it necessary that the Rev. Lloyd Young Court Designation
Emergency Act of 2023 be adopted after a single reading.
Sec. 4. This resolution shall take effect immediately.
