29- Sec. 2 (a) There exists an immediate need to approve Modification Nos. 4 and 5 to
30-Contract No. DCAM-20-CS-RFP-0020 with GCS, Inc. to provide construction management at-
31-risk services associated with the modernization of the Stead Park Recreation Center and to
32-authorize payment for the services received and to be received under the contract.
33-(b) On September 13, 2022, via Modification No. 4, the Department of General Services
34-incorporated the Americans with Disabilities Act impact costs to the contract, increasing the
35-Guaranteed Maximum Price (“GMP”) amount by $700,000, from $13,474,000 to $14,174,000.
36-(c) Proposed Modification No. 5 would increase the GMP amount by $329,370 from
37-$14,174,000 to $14,503,370. The aggregate value of the Modification No. 4 and proposed
38-Modification No. 5 would be $1,029,370.00; therefore, Council approval is necessary.
39- Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
40-emergency circumstances making it necessary that the Modification Nos. 4 and 5 to Contract No.
41-DCAM-20-CS-RFP-0020 with GCS, Inc. Approval and Payment Authorization Emergency Act
42-of 2023 be adopted after a single reading.
