16-To declare the existence of an emergency with respect to the need to extend the hours of
17-operation, sale, service, and consumption of alcoholic beverages for on-premises retailer,
18-manufacturer, and temporary license holders during the 2023 Women’s World Cup
19-Tournament.

21-RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
22-resolution may be cited as the “2023 Women’s World Cup Emergency Declaration Resolution of
23-2023”.

25-Sec. 2. (a) The 2023 Women’s World Cup Tournament is scheduled to occur between
26-July 20, 2023 and August 20, 2023, in the host nations of Australia and New Zealand. This
27-event takes place every 4 years and is a Super-Bowl-type sporting event for soccer fans.
28-Australia and New Zealand are ahead of the District of Columbia by 14 hours and 16 hours,
29-respectively. Notwithstanding the time difference, local soccer fans are expected to watch the
30-2023 Women’s World Cup tournament regardless of the hour. To meet the demand, some
31-licensed establishments will likely want to amend their hours for this sporting event. To allow
32-on-premises retailers, manufacturers, and temporary license holders to remain open for
33-operation, sale, service, and consumption of alcoholic beverages during the hours of the
34-Women’s World Cup tournament, as was done previously with the 2022 Federation
35-Internationale de Football Association (“FIFA”) World Cup Tournament, emergency action is
36-necessary so that licensees can avail themselves of the extended hours.
37-(b) Emergency legislation is needed to clarify that licensees seeking approval to modify
38-their hours for the 2023 FIFA Women’s World Cup Tournament shall be required to register
39-with the Alcoholic Beverage and Cannabis Board and provide notice to the Alcoholic Beverage
40-and Cannabis Administration and Metropolitan Police Department to allow for the advance
41-planning of staffing and resources.
42-(c) The emergency legislation requires registration to be completed no later than 3
43-calendar days before the first day of the 2023 FIFA Women’s World Cup Tournament.
44-Consequently, it is necessary for the Council to pass this legislation on an emergency basis.

51-Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
52-emergency circumstances making it necessary that the 2023 Women’s World Cup Emergency
53-Amendment Act of 2023 be adopted after a single reading.
