White, Jr. 2 3 4 5 6 7 A PROPOSED RESOLUTION 8 9 ___________________________ 10 11 12 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 13 14 __________________ 15 16 17 To declare the existence of an emergency with respect to the need to provide an option of relief to 18 Family Re-Housing Stabilization Program (FRSP) participants who are exited from the 19 program without having been approved for permanent housing and who have shown good 20 cause. 21 RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 22 resolution may be cited as the “ Family Re-Housing Stabilization Program Protection Emergency 23 Declaration Resolution of 2023”. 24 Sec. 2. (a) Recent data from the Department of Human Services (DHS) reveals that 25 approximately 207 participants of the Family Re-Housing Stabilization Program (FRSP) are 26 anticipated to be exited from the program between August 2023 and February 2024 without 27 being matched to housing resources. 28 (b) According to DHS regulations, FRSP participants have the option to request an 29 extension in the program by providing a written explanation of their need for additional 30 assistance beyond the standard 12 months. 31 (c) To qualify for an extension, DHS conducts a comprehensive review and requires the 32 participant to demonstrate sincere efforts towards their goals and an inability to maintain housing 33 stability independently. 34 2 (d) Legislation codifying existing DHS regulations is necessary to ensure that the Council 35 has adequate time to work towards a comprehensive solution for FRSP participants who leave 36 the program without the necessary support to prevent homelessness. 37 Sec. 3. The Council of the District of Columbia determines that the circumstances 38 enumerated in section 2 constitute emergency circumstances making it necessary that the Family 39 Re-Housing Stabilization Program Protection Emergency Amendment Act of 2023 should be 40 adopted after a single reading. 41 Sec. 4. This resolution shall take effect immediately. 42
