27+To declare the existence of an emergency with respect to the need to provide an option of relief to 18
28+Family Re-Housing Stabilization Program (FRSP) participants who are exited from the 19
29+program without having been approved for permanent housing and who have shown good 20
30+cause. 21
31+RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
32+ 22
33+resolution may be cited as the “ Family Re-Housing Stabilization Program Protection Emergency 23
34+Declaration Resolution of 2023”. 24
35+Sec. 2. (a) Recent data from the Department of Human Services (DHS) reveals that 25
36+approximately 207 participants of the Family Re-Housing Stabilization Program (FRSP) are 26
37+anticipated to be exited from the program between August 2023 and February 2024 without 27
38+being matched to housing resources. 28
39+(b) According to DHS regulations, FRSP participants have the option to request an 29
40+extension in the program by providing a written explanation of their need for additional 30
41+assistance beyond the standard 12 months. 31
42+(c) To qualify for an extension, DHS conducts a comprehensive review and requires the 32
43+participant to demonstrate sincere efforts towards their goals and an inability to maintain housing 33
44+stability independently. 34 2

15-To declare the existence of an emergency with respect to the need to amend the Homeless
16-Services Reform Act of 2005 to establish grounds for an extension to the Family Re-
17-Housing Stabilization Program, whereby the Department of Human Services or its
18-designee will thoroughly consider the totality of the participant's circumstances, including
19-their progress and eligibility for affordable housing.

21-RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
22-resolution may be cited as the “Family Re-Housing Stabilization Program Protection Emergency
23-Declaration Resolution of 2023”.

25-Sec. 2. (a) Recent data from the Department of Human Services (“DHS”) reveals that

39-Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
40-emergency circumstances making it necessary that the Family Re-Housing Stabilization Program
41-Protection Emergency Amendment Act of 2023 should be adopted after a single reading.
