To declare the existence of an emergency, due to congressional review with respect to the need 16 
to continue authorization for Advisory Neighborhood Commissions to meet remotely. 17 
 18 
 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 19 
resolution may be cited as the “	Advisory Neighborhood Commissions Remote Operations 20 
 Congressional Review Emergency Declaration Resolution of 2023”	. 21 
 Sec. 2. (a) Since 2020, the Council has amended existing law to provide Advisory 22 
Neighborhood Commissions with the necessary flexibility and authority to continue their 23 
important work.  24 
(b) Among other things, these amendments permitted Advisory Neighborhood 25 
Commissions to meet and vote remotely . 26 
 (c) These provisions were incorporated into the Coronavirus Support Temporary 27 
Amendment Act of 2021. 28 
 (d) Subsequently, the Council passed the Advisory Neighborhood Commissions 29 
Pandemic Provisions Extension Temporary Amendment Act of 2022, which expire	d on 30 
November 19, 2022 	and the Advisory Neighborhood Commissions Pandemic Provisions 31 
Extension Second Temporary Amendment Act of 2022, which expired on October 6
th

 (e) Finally, the Council passed the Advisory Neighborhood Commissions Remote 1 
Operations Emergency Operations Emergency Amendment Act of 2023, which is scheduled to 2 
expire on October 24
th
, 2023, before the related temporary act is anticipated to complete 3 
congressional review. 4 
 (g) The experience of Advisory Neighborhood Commissions during the pandemic 5 
demonstrated that the procedures established by this emergency and temporary legislation have 6 
improved both the efficiency and efficacy of Commissions and should continue. 7 
 (h) Congressional review emergency legislation is needed now out of an 8 
abundance of caution to ensure no gap in coverage. 9 
Sec. 3.  The Council of the District of Columbia determines that the circumstances 10 
enumerated in section 2 constitute emergency circumstances making it necessary that the 11 
“Advisory Neighborhood Commissions  Remote Operations Congressional Review Emergency 12 
Amendment Act of 2023	” be adopted after a single reading. 13 
Sec. 4.  This resolution shall take effect immediately. 14
