White, Jr. 2 3 4 5 6 7 A PROPOSED RESOLUTION 8 9 ___________________________ 10 11 12 IN THE COUNCIL OF THE DISTRICT OF COLUMBIA 13 14 __________________ 15 16 17 To declare the existence of an emergency , due to congressional review with respect to the need to 18 continue authorization for an option of relief to Family Re -Housing Stabilization Program 19 (FRSP) participants who are exited from the program without having been approved for 20 permanent housing and who have shown good cause. 21 RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 22 resolution may be cited as the “ Family Re-Housing Stabilization Program Protection 23 Congressional Review Emer gency Declaration Resolution of 2023”. 24 Sec. 2. (a) Recent data from the Department of Human Services (DHS) reveals that 25 approximately 207 participants of the Family Re-Housing Stabilization Program (FRSP) are 26 anticipated to be exited from the program between August 2023 and February 2024 without 27 being matched to housing resources. 28 (b) According to DHS regulations, FRSP participants have the option to request an 29 extension in the program by providing a written explanation of their need for additional 30 assistance beyond the standard 12 months. 31 (c) To qualify for an extension, DHS conducts a comprehensive review and requires the 32 participant to demonstrate sincere efforts towards their goals and an inability to maintain housing 33 stability independently. 34 2 (d) Legislation codifying existing DHS regulations was passed on an emergency basis 35 through the Family Re -Housing Stabilization Program Protection Emergency Amendment Act of 36 2023, and on a temporary basis through the Family Re -Housing Stabilization Protection 37 Temporary Amendment Act of 2023. 38 (e) Considering the ongoing Mayoral review and the 30- day congressional review of the 39 Family Re-Housing Stabilization Protection Temporary Amendment Act of 2023, in addition to 40 the upcoming expiration of the previous emergency on October 29th, 2023, it is of t he utmost 41 importance to implement this emergency measure to safeguard against any unintended gaps in 42 legislation. 43 Sec. 3. The Council of the District of Columbia determines that the circumstances 44 enumerated in section 2 constitute emergency circumstances making it necessary that the 45 “Family Re-Housing Stabilization Program Protection Congressional Review Emergency 46 Amendment Act of 2023” be adopted after a single reading. 47 Sec. 4. This resolution shall take effect immediately. 48
