27+To declare the existence of an emergency , due to congressional review with respect to the need to 18
28+continue authorization for an option of relief to Family Re -Housing Stabilization Program 19
29+(FRSP) participants who are exited from the program without having been approved for 20
30+permanent housing and who have shown good cause. 21
31+RESOLVED BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
32+ 22
33+resolution may be cited as the “ Family Re-Housing Stabilization Program Protection 23
34+Congressional Review Emer gency Declaration Resolution of 2023”. 24
35+Sec. 2. (a) Recent data from the Department of Human Services (DHS) reveals that 25
36+approximately 207 participants of the Family Re-Housing Stabilization Program (FRSP) are 26
37+anticipated to be exited from the program between August 2023 and February 2024 without 27
38+being matched to housing resources. 28
39+(b) According to DHS regulations, FRSP participants have the option to request an 29
40+extension in the program by providing a written explanation of their need for additional 30
41+assistance beyond the standard 12 months. 31
42+(c) To qualify for an extension, DHS conducts a comprehensive review and requires the 32
43+participant to demonstrate sincere efforts towards their goals and an inability to maintain housing 33

20-RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this
21-resolution may be cited as the “Family Re-Housing Stabilization Program Protection
22-Congressional Review Emergency Declaration Resolution of 2023”.

24-Sec. 2. (a) Recent data from the Department of Human Services (“DHS”) reveals that

37-Temporary Amendment Act of 2023.
38-(e) Considering the ongoing Mayoral review and the 30-day congressional review of the
39-Family Re-Housing Stabilization Protection Temporary Amendment Act of 2023, in addition to
40-the upcoming expiration of the previous emergency on October 29th, 2023, it is of the utmost
41-importance to implement this emergency measure to safeguard against any unintended gaps in
42-legislation.

44-Sec. 3. The Council determines that the circumstances enumerated in section 2 constitute
45-emergency circumstances making it necessary that the Family Re-Housing Stabilization Program
46-Protection Congressional Review Emergency Amendment Act of 2023 be adopted after a single
47-reading.
