1414 for consideration and approval by the Council of the District of Columbia is a
1515 proposed resolution entitled Compensation Agreement Between the Department

1717 Behavioral Health and the Doctors' Council of the District of Columbia, NUHHCE,
1818 AFSCME, AFL-CIO Approval Resolution
1919 of 2023".
2020 The proposed resolution will approve a collective bargaining agreement between the District
2121 of Columbia Department of Behavioral Health and the Doctors' Council of the District of
2222 Columbia, NUHHCE, AFSCME, AFL-CIO ("Doctors' Council"). The agreement provides
2323 for an 8% retroactive wage increase for Fiscal Year 2021, an 8% retroactive wage increase
2424 for Fiscal Year 2022, a 10% retroactive wage increase for Fiscal Year 2023, and a 7% wage
2525 increase
2626 for Fiscal Year 2024 as well as a $20,000 wage increases for the same fiscal year.
2727 Premium pay for evening and night shifts
2828 (6 pm through 6 am) will increase from a 10%
2929 premium to a 15% premium. Saturday work will now
3030 be included with Sunday work for the
3131 25% premium rate. The pay premium for overtime hours will now be 50%,
3232 up from 25%.
3333 Working more than seven consecutive calendar days will entitle the employee to an
3434 additional day
3535 of paid leave within the following week. The District will also provide,
3636 beginning in fiscal year 2023, a $5,000 annual allowance toward continuing education
3737 expenses (up from $1,500).
3838 Finally, DBH must set aside $50,000 to conduct a classification and compensation review
3939 for non-psychiatrist positions.

14661466 for time off unless staffing needs or workload considerations dictate otherwise. If the request is denied,

15631563 4017.1 Travel approvals shall be processed as follows:
15641564 a. The employee requesting travel authorization shall submit the approval form to his

15661566 b. The supervisor shall review and certify whether the requested travel benefits the

15681568 c. The supervisor shall submit the approval form to the travel officer;
15691569 d. The travel officer shall certify whether the request complies with this chapter, and

15711571 e. The travel officer shall secure the signature of the agency fiscal officer, certifying

15811581 c. The Mayor’s Chief of Staff shall be the authorizing official for the directors of
15821582 agencies that report to the Executive Office of the Mayor;
15831583 4017.3 Travel must be authorized before the travel begins, unless extenuating
15841584 circumstances acceptable to the authorizing official make it infeasible for the travel
15851585 authorization to be issued before the travel begins. The extenuating circumstances shall be
15861586 described in the authorization.
15871587 4018 Advance Payment of Expenses
15881588 4018.1 Whenever possible, an agency shall pay for travel expenses with the agency’s
15891589 purchase card or through a requisition.
15901590 4018.2 When the purchase of travel expenses cannot reasonably be made using the
15911591 agency’s purchase card or a requisition, an employee may be provided District government
15921592 funds in advance of travel to pay for the estimated expenses.
15931593 a. Advances shall be requested along with the corresponding request for travel
15941594 approval. b. An employee may receive an advance of one hundred percent (100%) of the
15951595 estimated travel expenses that cannot reasonably be secured with the agency’s
15961596 purchase card or through a requisition.
15971597 c. Advances shall be disbursed to an employee no sooner than ten (10) calendar days
15981598 before the date of travel, unless an earlier disbursement is necessary to secure
15991599 lower travel rates.
16001600 d. An agency shall not advance funds to any employee who has an outstanding advance
16011601 or portion of an advance due to the government.
16021602 4019 Reimbursement of Expenses
16031603 4019.1 An employee shall be reimbursed for approved and eligible travel expenses.
16041604 a. Employees shall seek reimbursement for such expenses using a travel expense
16051605 reimbursement form issued by the personnel authority.
16061606 b. Completed forms, along with appropriate documentation, shall be submitted to the
16071607 travel officer within ten (10) business days after returning from travel.
16081608 c. The District shall provide an employee any authorized reimbursements within
16091609 thirty (30) calendar days after receiving a properly completed reimbursement claim
