160160 relate to poverty. She is the founding president of
161161 Community Wellness Ventures (CWV), a comprehensive
162162 human services agency headquartered in the District of
163163 Columbia. Committed to a life of service, advocacy, and
164164 large scale reform efforts, Dr. Hayling-Williams also
165165 completed a residency in the Yale University School of
166166 Medicine in Urban Education, Policy, and Prevention. At
167167 Yale, she was awarded the Zigler Fellowship in child
168168 development and social policy. She subsequently completed
169169 two highly competitive policy fellowships in Washington, DC.

171171 The Society for Research in Child Development (SRCD) selected Dr. Hayling-Williams to work
172172 to bridge the gap between science and policy as an American Association for the Advancement
173173 of Science (AAAS) congressional science fellow in the United States Senate. During that time,
174174 she worked on the Health, Education, Labor and Pensions committee to advance education
175175 reform efforts and sharpen her policy skills. In a rare occurrence, Dr. Hayling-Williams was
176176 awarded a concurrent SRCD/AAAS executive science fellowship. She was fortunate to serve at
177177 the U.S. Department of Health and Human Services in the Maternal Child Health Bureau. Her
178178 work focused on the effective national implementation of the home-visiting provision of the
179179 Affordable Care Act.

181181 With over 18 years of experience in the areas of mental health, child and family services, policy,
182182 and consulting, Dr. Hayling- Williams has spent the last decade in Washington, DC building her
183183 “results story.” She has worked closely with the systems that affect some of the most vulnerable
184184 families in the United States as a senior policy advisor in the Executive Office of the Mayor,
185185 Director of Treatment with the Department of Youth Rehabilitation Services, and Director of
186186 Programs and Strategic Partnerships in the private human services sector. Dr. Hayling-Williams’
187187 remarkably broad experiences uniquely place her in an ideal position to be a national voice for
188188 vulnerable children and families. She is poised to continuously affect change in various
189189 capacities toward the goal of eradicating the deleterious effects of poverty and improving long-
190190 term outcomes.

192192 At CWV, Dr. Charlayne works at the intersection of policy, practice, and science to build a
193193 system of care that both highlights what works and catalyzes large -scale reform. She oversees
194194 private-public partnerships that integrate public health, housing, community violence, maternal
195195 and child health, and integrative approaches. Dr. Charlayne is keenly focused on supporting the
196196 next generation of community-based practitioners, and scaling this all- important work as a
