| 23 | | - | Sec. 2. (a) On June 14, 2023, Chairman Mendelson introduced, at the request of the |

| 24 | | - | Mayor, a confirmation resolution, PR25-281, for Sam Abed to be confirmed as the Director of |

| 25 | | - | the Department of Youth Rehabilitation Services. |
|---|
| 26 | | - | (b) The confirmation resolution will be deemed approved on November 21, 2023, without |
|---|
| 27 | | - | action by the full Council. This deemed approved date likely falls before the next legislative |
|---|
| 28 | | - | meeting when the full Council would be able to vote on the confirmation resolution. |

| 29 | | - | (c) Therefore, this emergency is necessary so that the full Council can vote on Mr. |

| 30 | | - | Abed’s nomination. |
