To authorize the General Counsel to assert the Council’s interest in the Executive carrying out 16
the requirement to increase funding to the Supplemental Nutrition Assistance Program 17
pursuant to Section 7102(b) of the Fiscal Year 2024 Budget Support Act of 2023 and 18
Fiscal Year 2024 Local Budget Act of 2023 (D.C. Laws 25-50 and 25-47). 19

RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, That this 21
resolution may be cited as the “SNAP Litigation Authorization Resolution of 2024”. 22
Sec. 2. The Council authorizes the Council’s Office of the General Counsel to initiate, 23
defend, intervene, participate, or take any other action in a matter in any court or tribunal on 24
behalf of and in the name of the Council of the District of Columbia to assert the interest of the 25
Council in having the Mayor follow the law and implement the temporary locally funded SNAP 26
increase mandated by the Council in the Fiscal Year 2024 Local Budget Act of 2023 and the 27
Fiscal Year 2024 Budget Support Act of 2023, which appropriated $39,612,000 for the exclusive 28
purpose of providing, from January 1, 2024, until September 30, 2024, a minimum benefit to 29
each household participating in SNAP. 30
Sec. 3. This resolution shall take effect immediately. 31
