18 RESOLVED, BY THE COUNCIL OF THE DISTRICT OF COLUMBIA, that this 
19 resolution may be cited as the "Commission on Asian and Pacific Islander Community 
20 Development Mike Park Confirmation Resolution 	of 2024". 
21 Sec. 2. The Council of the District of Columbia confirms the appointment 	of:

32 Sec. 3. The Council of the District of Columbia shall transmit a copy 	of this resolution, 
33 upon its adoption, to the nominee and to the Office of the Mayor.

Collaborate with the board to provide vision, direction and leadership for the church.
Manage staff to outline strategies and implement policies to execute the church’s vision and
goals that effectively reach the church’s demographic, insuring the accomplishment of the overall
mission.
Ensure the operational readiness of the church through leadership and oversight of the support
staff performing duties in administration, finance, human resources, and supply.
Facilitate the annual strategic planning process including evaluation of ministry performance;
review of mission, vision, and core values; and development of key objectives and tactics.
Serve as the chief financial officer providing oversight and direction in the large variety of
financial functions of the church including: stewardship campaigns, cash flow, contributions,
insurance, banking and financing, payroll, leases, budget development and administration.
Serve as human resource manager to oversee hiring, training and supporting staff.
Provide professional development and coaching for staff and volunteers; and perform annual
evaluation of all staff members.
Oversee all communications to congregants regarding policy change and implementation; and
give direction to marketing and public relations activities.
Review communications guidelines and monitor print and Web communications to ensure the
highest quality of message.
Develop and manage internship programs for Pastoral Fellow, and Seminary Interns Dr. Mike Samuel Park

Oversee international and national budget, reporting and payroll.
Supervise Finance Administrator and liaise with bookkeeping contractors.
Approve expense reports, vendor payments, and international wires.
Monitor finances for conferences, salaries and special projects.

Manage online giving portals and identify new options as needed.
Provide compliance reporting in UK, USA, Canada and Albania in conjunction with regional
boards (includes UK Charity Commission Report, USA 990 Federal Tax Return and State
registrations).
Develop cooperation agreements between Radstock branches in various countries.
On-board and off-board new staff and associates, training them in administrative procedures and
policies.
Manage payroll, ensuring compliance with respect to taxes, pension/social security and
employment laws.
Manage contact database.
Liaise with donors, providing online giving support, receipts and annual statements.

Rev. Dr. Mike Park 
 
Rev. Dr. Mike S. Park serves as an associate pastor at Grace Downtown, 
one of the Grace DC network congregations. In addition to his local 
church involvement, he’s a part of the global leadership with Radstock 
Ministries, an international mission organization committed to serving 
cities all over the world. He is a guest lecturer at Reformed Theological 
seminary in Washington, DC, and a facilitator and a lecturer with 
Institute for Cross Cultural Mission, an organization devoted to 
equipping and encouraging local churches to navigate the complex 
issues of multiculturalism in ecclesiastical context. He also serves on the 
advisory board of Center for Christian Civics, a non-	profit faith and 
politics organization in DC. He currently lives in Washington, DC, with his wife and four kids. 
During his free time, he enjoys reading, watching movies and spending time with his kids. 
A Ward 4 resident, Rev. Dr. Park earned his Bachelor of Science in Psychology from the 
University of Illinois at Urbana-Champaign, and his Master of Divinity and Doctor of Ministry at
